EU-funded Technical Assitance Project, based in Georgia, aims at enhancing digital infrastructure in Georgia. We are currently seeking qualified individuals with expertise in digitalization policy reform and project management to contribute to this initiative. Below are the requirements for the Key expert positions:
Key expert 1: Team Leader
The Team Leader shall be responsible for achieving the results by providing technical advice to the beneficiaries in all areas defined under the terms of reference and, in this respect, for strategic guidance of the project activities in line with the Contract.
The Team Leader shall be primarily responsible for strategic communication with stakeholders, overall coordination, design and implementation of the project activities, management of financial and human resources, and all other principal managerial tasks. (S)he shall have good communication and public speaking skills.
The Team Leader shall consult with the EU Project Manager all decisions of key importance for achieving the results defined under the Terms of Reference.
Qualifications and skills
• Minimum a Master’s degree in the fields related to the specific objectives of the Terms of Reference or, in its absence, equivalent professional experience of a minimum of 5 years in the sectors related to Digitalisation
• Fluent written and oral communication in English;
General professional experience (gained within last 10 years before the tender submission deadline)
• Minimum 5 years of working experience in providing policy advise and/or policy planning and coordination of multi-stakeholder reforms
Specific professional experience (gained within last 10 years before the tender submission deadline)
• Minimum 4 years as an official and/or adviser and/or consultant on digitalisation policy reform and/or e-governance and/or digital connectivity at a public institution in an EU member state and/or EU candidate and/or enlargement country;
• Experience as a team leader and/or deputy team leader in at least one donor-funded Technical Assistance project in the Eastern Partnership region;
• Asset: Experience with regional connectivity networks and regional digital flow
Key expert 2: Deputy Team Leader
The Deputy Team Leader shall essentially assist the Team Leader in linking the international and local expertise, as well as with everyday management of all project activities in line with the Contract.
Qualifications and skills
• Minimum a Bachelor’s degree or its equivalent in the fields related to the specific objectives of the Terms of Reference;
• Fluent written and oral communication in English;
General professional experience (gained within last 10 years before the tender submission deadline)
• Minimum 5 years of working experience in the fields of digitalisation policy reform and/or digital connectivity and/or e-governance;
Specific professional experience (gained within last 10 years before the tender submission deadline)
• Minimum 3 years of working experience as an official and/or advisor and/or consultant in the development and use of digital technologies in public services;
• Asset: working experience in EU funded projects will be considered as an asset.
