1.     Organizational Context


a.    Organizational Setting

This JPO assignment is in the Information and Communication Technology Division (ICTD) of the Administration, Finance and Management Sector. The ICT Department is responsible for the transformation of the organization’s information and communication technology systems and structures, with a focus on service excellence, quality, efficiency, and integration.  The department oversees Enterprise Architecture, ICT Program Management, and Infrastructure Management including the ongoing adoption of cloud technologies.

b.    Purpose Statement

The main role of the JPO is to participate in for data dictionary, data catalogue, metadata management, and data modelling activities. This post involves engaging with various stakeholders to collect and process IP and related data.

c.    Reporting Lines

This post reports to Chief Data Officer, who bears responsibility on behalf of the Organization to promote value creation by means of the Organization’s data assets and external data ecosystem. As such, the CDO is the senior-most executive with the responsibility for aligning data policy and administration with relevant internal and external regulatory, legal, and ethical mandates.
 

Duties and Responsibilities

The JPO will perform the following principal duties:

a.        Data Dictionary: Conduct a comprehensive review of the existing Data Dictionary (DD) capabilities within the organization. Identify and address gaps by developing new entries or updating existing ones to enhance relevance and practicality to the organization.

b.         Metadata Management: Undertake systematic collection and documentation of various types of metadata, including technical, business, and operational. Document the data assets, their lineage, and provenance to facilitate better data understanding and utilization.

c.     Data Catalogue: Design and implement a user-friendly data catalog. It will organize and manage information about data assets to streamline discovery and comprehension, ensuring both accessibility and clarity for users.  

d.    Data Modeling: Develop a visual representation of customer/applicant database focusing on effective organization and management of related data. This involves creating both conceptual and logical data models, particularly for Intellectual Property (IP) customer data within the organization.

e.    Name Matching: Contribute to the development and implementation of name matching methodologies that enable statistical aggregation by individual applicants and the merging from IP data and others.

f.    Other Related Duties: Perform additional related duties as required, including active participation in divisional activities, demonstrating flexibility and a collaborative approach to team projects and initiatives. 
 

Requirements


Education (Essential)
First-level university degree in IT, Computer Science/Engineering, statistics, business management or in a related field.

Experience (Essential)
At least three years of relevant professional experience, including experience in data management and analytical skills.

Language (Essential)
Excellent written and spoken knowledge of English and Korean.

Job Related Competencies (Essential)
Ability to design data models and document data assets useful to the data community of the organization.

Ability to research and draft reports in a clear, concise, and logical manner.

Ability to communicate complex issues in written and oral forms. 
Ability to plan, schedule and monitor work and meet time and quality targets.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint), the internet, internet applications and tools used to validate XML and HTML.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Languages (required): Fluency in Korean and English.

Applicants should submit a Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900 

- TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted 

- IELTS General Training and Academic test are both accepted 

- Test scores are valid for 2 years after the test date 

Age Requirement: Not older than 32 years of age as of 31 December, 2024 (born after 1 January, 1992). The maximum age limit for those who served in the military will be extended accordingly: 

  1. One year will be extended for those who served for less than one year;
  2. Two years will be extended for those who served for more than one year and less than two years; 
  3. Three years will be extended for those who served for two years or more. 

Military service: Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.

  • Only for male applicants who have completed the national military service: A certificate of Korean Military Service in English: The maximum age limit for those who served in the military will be extended in accordance with the Support for Discharged Soldiers Act and the Military Service Law. 
  • Only for low-income applicants: A scanned copy of a certificate of National Basic Livelihood Security Recipients issued in Korean and its unofficial translation in English.
  • Only for persons with disability: A scanned copy of a certificate of person with disability issued in Korean and English.
