Program Summary:

Project HOPE is providing humanitarian assistance to the conflict-affected population in Gaza. The current response portfolio focuses on Health, Mental Health and Psychosocial Support, Protection, and WASH programming in partnership with local NGOs and with private funding and support from USAID/BHA. Project HOPE has established several primary health clinics and sexual reproductive health services in addition to several health points established around Gaza near populations of displaced people.

This post will be based in Gaza. Local Nationals Only.

POSITION SUMMARY:

The Health Technical Lead will be a core member of Project HOPE’s team in Gaza working to address the health needs of the population. The Health Technical Lead is primarily responsible for vision, strategy and technical oversight of health programs, including technical design, implementation and management of the health programs at the international level. They will work in collaboration with the Project HOPE’s senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Health Technical Lead will make frequent visits to the field sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services in Project HOPE Gaza’s health facilities and manage three teams of staff. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed. If needed, the Health Technical Lead will represent Project HOPE in the Gaza Health Cluster, Health Forum and other technical working groups and coordination mechanisms.

PRINCIPAL RESPONSIBILITIES:

• Manage Project HOPE’s medical staff across 15 health points in Gaza, including MMUs, providing primary healthcare to conflict-affected people.
• Responsible for the implementation and technical oversight of all health, MHPSS, and protection activities at the clinics.
• Provide daily updates to the Country Director on the operation of the health facilities.
• Coordinate with the Security Coordinator on the movement of staff to each of the health points and location of the MMU.
• Ensure compliance with national and internationally recognized standards of care and health care programming in emergencies.
• Collaborate with the MEL Manager to ensure quality control of data being collected and transparent reporting on program effectiveness.
• Work with Project HOPE’s Logistics team to identify needs for pharmaceuticals and medical supplies.
• Represent Project HOPE in Health Cluster coordination meetings as well as other identified technical working groups.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

• Minimum medical degree; preferably with a Master’s in Public Health.
• Minimum 5 years’ experience in overseas programs (preferably developing country or low-resource setting with an NGO) at the Manager level or higher relating to primary health care; (and secondary health care in specific missions), maternal and child health, reproductive health, communicable diseases or equivalent combination of education and experience.
• Ability to assume non-medical responsibilities from time to time to cover for other team members.
• Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).
• Previous experience with donors such as BHA, WHO, UNFPA, UNICEF, etc. is preferred.
• Must have excellent communications skills, both oral and written.
• Must have excellent self-motivation skills and be able to relate to and motivate staff effectively.
• Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people.
• Ability to exercise sound judgment and make decisions independently.
• Extremely flexible, and have the ability to cope with stressful situations, frustrations and work with limited resources.
• Proven capabilities in leadership, strong negotiation, interpersonal and organization skills required.
