Description

Qualifications and skills
• University degree with minimum 3 years of study in law, economics or other social science (including politics, geography and sustainable development), spatial planning or other discipline of direct relevance to the contract or, in the absence of a university degree, 6 years of professional experience in addition to the required minimum general professional experience.
• A post-graduate degree (awarded on completion of a minimum 1-year study) or, in the absence of a university degree, 3 years of professional experience in addition to the required minimum general professional experience. A post-graduate degree in fields directly relevant to this contract will be considered as an asset.

General professional experience
• Minimum 8 years of postgraduate professional experience in institution-building, and/or in the development of legal frameworks, and/or in capacity development in the public sector for Cohesion Policy Goal 1, or policy areas of direct relevance to that goal. Where such experience was gained in a country which joined the EU in 2004 or later, this will be considered an asset.

Specific professional experience
• Experience of at least 2 years as a key expert or as a senior non-key expert (or equivalent) gained in at least 2 programmes consisting either in Cohesion Policy operational programmes and/or in EU- or EU Member-State-funded programmes preparing countries for structural instruments (including experience with IPA-funded operational programmes gained in Albania, Montenegro, North Macedonia, Serbia, or Turkey).

Experience of at least 2 years, gained in the last 15 years, in the drafting and/or development and/or implementation of the legal and institutional framework of EU Cohesion Policy for an EU Member State’s public body. Where such experience was acquired at senior level, and/or in the central administration, this will be considered an asset.
• Experience of at least 1 year, gained in the last 10 years, in the preparation and provision of capacity building activities (e.g. training, seminars, on-the-job training, mentoring, coaching) related to the preparation and implementation of Cohesion Policy programmes for Cohesion Policy Goal 1.
• Experience in the development or the implementation of management and control systems in an EU member state’s public body in the last 10 years, in relation to Cohesion Policy including ETC, will be an asset, as will experience in delivering capacity-building activities in relation to such management and control systems (MCS).
