Project Overview:

This project aims to manage and develop a dedicated Suai Supply Base, through a Design-Build and Finance contract. The Supervision works of SSB design build contract will provide specialized project management advice and expertise in the development of onshore and offshore works.

We are currently seeking an experienced Planning Specialist with a minimum of 15 years' post-graduate experience to join our team in the region. The Planning Specialist will lead project planning, scheduling, and progress monitoring across all phases of the project. This role ensures that the contractor’s timelines, sequencing, and resource allocations are realistic, efficient, and aligned with contractual obligations.

Main Duties and Responsibilities:

  • Reporting to Team Lead;
  • Develop, review and monitor detailed project schedules using approved software (e.g., Primavera P6)
  • Evaluate contractor’s work programs, identify critical paths and resource allocations
  • Coordinate with all discipline leads and the contractor to manage interfaces and sequencing
  • Support monthly and milestone reporting, forecasting, and progress analysis
  • Implement early warning systems for delays or deviations from the baseline schedule
  • Contribute to planning-related aspects of payment certification and performance assessment
  • Maintaining a culture of continuous improvement across all aspects of the working environment and projects
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves.
  • Perform other such duties as may be reasonably required.

Knowledge, Skills and Experience Required:

  • Degree in Civil Engineering, Project Management, or a related discipline
  • Minimum 15 years of experience in construction planning and scheduling on large-scale infrastructure projects
  • Lead Planner or sole Planning Specialist on at least two port or supply base projects of similar complexity, each with a construction cost over USD 200 million
  • Proficiency in Primavera P6, MS Project or equivalent planning software
  • Certification in project scheduling or control (e.g., PMI-SP, AACE PSP)
  • Familiarity with earned value management systems (EVMS) and performance tracking tools
  • Excellent communication, reporting and computer skills, with excellent site supervision and reporting skills
  • Ability to work as part of a multi-disciplinary and multi-cultural team
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently
  • Fluency in English
