Key Expert I: Campus Governance and Management Specialist (Category II)

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Agreement to Support EIB Advisory Services (EIBAS) Activities Inside and Outside EU-27"

 

Services Location: Bulgaria

Start date: September 2025

Duration: 8 months

 

Key experts have a crucial role in implementing the contract. These Assignment Terms of Reference contain the required key experts' profiles. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the key experts mentioned below in their Technical Proposal.

 

One of the Key Experts shall be nominated Team Leader by the Service Provider in its Technical Proposal and he/she will act as primary focal point to the EIB.

 

Key Expert I: Campus Governance and Management Specialist (Category II)

Qualifications

• At least a Bachelor's Degree in Public Administration, Higher Education Management, Urban Development, Business Administration or a related field (Minimum requirement).

General professional experience

• At least 10 years' experience in the institutional governance, public sector reform, or higher education administration (Minimum requirement)

Specific professional experience

• At least 7 years of experience in advisory / technical assistance or delivery experience in developing governance and operational frameworks for university campuses, innovation hubs, or science and technology parks as demonstrated by at least 3 projects. (Minimum requirement).
• Specific knowledge and experience with EU-funded projects and public-private partnership models as demonstrated by at least 3 projects (Minimum requirement).
• Proven track record in designing and implementing governance models for complex, multi-stakeholder projects. (Minimum requirement)
• Experience of working with municipalities or regional governments on strategic development initiatives within the past 5 years is an asset.

Language and other Skills

• Working command of English language (CEFR C1) (Minimum requirement)
