\Key Expert II: Financial Modelling and Investment Planning Expert (Category III)

EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Agreement to Support EIB Advisory Services (EIBAS) Activities Inside and Outside EU-27"

 

Services Location: Bulgaria

Start date: September 2025

Duration: 8 months

 

Key experts have a crucial role in implementing the contract. These Assignment Terms of Reference contain the required key experts' profiles. The tenderer shall submit CVs and Statements of Exclusivity and Availability for the key experts mentioned below in their Technical Proposal.

 

One of the Key Experts shall be nominated Team Leader by the Service Provider in its Technical Proposal and he/she will act as primary focal point to the EIB.

 

Key Expert II: Financial Modelling and Investment Planning Expert (Category III)

Qualifications

• At least a Bachelor's Degree in Finance, Economics, Business Administration, or a related field (Minimum requirement)
• Professional certifications such as CFA, CPA, or ACCA are acceptable qualifications

General professional experience

• At least 5 years' experience in financial modelling, investment planning, or infrastructure finance. (Minimum requirement)
• Strong background in public sector finance is an asset.

Specific professional experience

• At least 5 years of advisory/technical assistance or delivery experience on developing financial models for large-scale infrastructure or educational projects. (Minimum requirement).
• Specific knowledge and experience with scenario analysis, risk assessment, and long-term financial planning, as demonstrated by the expert's involvement in 3 projects in the experts' CV (Minimum requirement).
• Familiarity with EU funding instruments, municipal budgeting, and blended finance mechanisms as demonstrated by the expert's involvement in 2 projects is an asset.

Language and other Skills

• Working command of English language (CEFR C1) (Minimum requirement)
