Program Quality Team

DT Global Asia Pacific’s Program Quality Team is focused on uncovering what makes programs effective across diverse contexts and challenges, and using those insights to strengthen the design, delivery, and ongoing impact of every program in our portfolio.

We conduct in-depth program effectiveness reviews across regions, partners, sectors, and delivery models, giving us a strong grasp of how success is defined and achieved in implementation. At key moments, we carry out Strategic Health Checks to provide tailored programmatic guidance. These deep dives support proactive decision-making and help maintain the highest implementation standards, while fostering innovation and excellence across our diverse portfolio.

Central to our approach is DT Global’s Development Effectiveness Framework, which brings together the factors that drive program success. It enables teams to reflect on why these factors matter and how they can be supported in practice.

The Program Quality Team is actively involved in program design and evaluation, on-demand strategy support, and business development, contributing thought leadership and insight to tenders and funding proposals.

About the Role

The Design and Evaluation Lead will provide strategic, flexible, and high-quality support across our program portfolio in the Asia-Pacific region. This role will also play a key part in expanding DT Global’s design and evaluation capability, including with Australian Federal Government agencies.

The successful candidate will lead the design of new investments, oversee strategic and program-level evaluations, and support the development and implementation of robust monitoring, evaluation, and learning (MEL) frameworks.

Roles and Responsibilities

  1. Program Design and Innovation
    • Lead, contribute to, and/or quality assure the design of new investments for DT Global and its clients
  2. Evaluation and Technical Leadership
    • Lead and contribute to the evaluation of domestic and international development programs, ensuring alignment with global evaluation standards and best practice
    • Provide expert MEL (Monitoring, Evaluation, and Learning) advice across programs, including input into: inception plans; program strategies and logics; MEL frameworks and toolkits; and performance indicators for gender equality, disability inclusion, and locally led development
  3. Client and Stakeholder Engagement
    • Build and maintain strong, constructive relationships with clients, program teams, and internal teams across DT Global APAC
  4. Business Development
    • Identify new opportunities and emerging markets across the Asia-Pacific region to support business growth
    • Writing technical proposals for designs and evaluations
    • Developing and writing MEL approaches for broader technical proposals
    • Supporting efforts to secure new work with Australian-based and international clients
  5. Program Quality and Effectiveness
    • Support DT Global’s quality and effectiveness agenda by contributing to program learning, thought leadership, and continuous improvement
    • Develop and share knowledge products such as guidance notes, blogs, conference presentations, and internal updates
    • Participate in program health checks, working collaboratively with Team Leaders and staff to provide constructive, strengths-based support and guidance
  6. Knowledge Sharing and Learning
    • Coordinate and support knowledge-sharing initiatives across program teams, including: organising and facilitating networking events, training sessions and communities of practice; and designing and delivering learning activities

About You

Qualifications and Experience

  • Qualifications in program design, evaluation and/or related fields.
  • Proven track record in the design of complex programs (domestic and/or international).
  • Extensive experience in leading evaluations of program quality and implementation; and/or designing and implementing monitoring and evaluation frameworks.
  • Experience working with government, including international and Australian experiences.
  • Proficiency with relevant software, including data visualisation software, artificial intelligence-supported analytical tools, and associated programs.
  • Knowledge of cross-cutting issues such as gender equality, disability inclusion, social inclusion, climate change, locally-led development and First Nations, preferably with expertise in at least one area.
