EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following Framework Contract: "Technical Assistance for Support and Coordination"

 

Services Location: Angola

Start date: 15/10/2025

Duration: 38 months

 

Overall Objective

The overall objective is to strengthen the effective coordination and implementation of EU-Angola partnership and the delivery of the Global Gateway Strategy in Angola

 

Specific objective(s)

  1. Reinforce the coordination mechanism between the EU Delegation/Team Europe Members and the Angolan counterpart(s)
  2. Implement Team Europe Initiatives (TEIs) in Angola
  3. Improve the dialogue between the EU Delegation, Team Europe members and the private sector
  4. Support the EU Delegation priorities and actions in the implementation of MIP2021-2027 and the preparation of the new MFF 2028-2034

Key Experts

 

KE1 - Category I: Coordination & Institutional Interface Lead (400 days)
  • Role: Leads project implementation, ensures delivery of planning, monitoring, and coordination tools, ensures smooth coordination between EU Delegation and national counterparts, in particular supporting MINPLAN.
  • Profile: Senior with at least 12 years of professional experience.
  • Location: Luanda-based (preferably in MINPLAN, but still to be confirmed).
  • Minimum input for Category I experts: 400 days
The Key experts together as a team need to have the below skills and experience:
  • Very good knowledge on the Angola socio-political situation; and
  • Very good knowledge of EU-funded Actions in Angola or similar countries; and
  • Knowledge of EU external action priorities and Global Gateway; and
  • Knowledge about SIFA or similar international Agreements; and
  • Knowledge about the business environment and attraction of investment in Angola; and
  • Experience working with Angolan government and public entities; and
  • Experience in strategic planning, monitoring and coordination activities between various stakeholders; and
  • Experience with Private/business sector development/dialogue; and
  • Experience managing EU-funds and EU projects; and
  • Experience in the organization of meetings/workshops/consultations/ roundtables/field missions/international exchanges; and
  • Experience in managing and organizing the recruitment of experts, studies, peer learning activities, technical assistance; and
  • Experience with communication and visibility activities; and
  • Experience with international partners and operating in the diplomatic context.
  • Very good knowledge of Portuguese (minimum: C1) and English (minimum: C1).
All experts must be independent and free from conflicts of interest in relation to the tasks they are assigned.
