EUROPEAN PROFILES S.A. (GR) is looking for experts for the implementation of the following EuropeAid Contract: Technical Assistance for "Support for the Digital Transformation of Manufacturing Industry"

Overall objective
The overall objective of the project of which this contract will be a part is as follows:
To increase competitiveness of Turkish manufacturing industry enterprises by supporting digital transformation through an enhanced policy ecosystem and improved infrastructure.
Specific objective(s)
The purposes of this contract are as follows:
- The digital transformation policy ecosystem of Turkiye's manufacturing industry is enhanced and further aligned with the EU.
- The digital transformation and innovation infrastructure are improved and digital transformation and innovation capabilities of enterprises are increased.
Key experts
Key experts have a crucial role in implementing the contract. These terms of reference contain the required key experts' profiles. The tenderer shall submit CVs and statements of exclusivity and availability for the following key experts (The tenderers shall clearly indicate the duration of professional experiences of the key experts not only as years but also as man-months and /or man-days in their CVs and in the relevant documentary evidence for each reference.):
Key Expert 1: Team Leader - Strategic PublicPolicy Expert (660 w/d)
The TL will have the overall responsibility for the coordination of project activities, project management and implementation. In her/his capacity as the leader of the TAT, s/he will also be responsible for at least:
- Ensuring coordination among the Key Experts, Non-Key Experts and provide back-stopping to the Project Team,
- Producing the work plans and resource schedules, and managing NKE mobilization,
- Preparing and delivering the project reports, such as the inception, monthly, 6-months and final reports by obtaining inputs from the TAT experts,
- Acting as the main counterpart to ERA, CA and relevant stakeholders related to the performance of project activities and ensuring good communication,
- Assuring the quality of the outputs (including their efficient delivery, effectiveness and sustainability) and achievement of the indicators, for Components I and 2 of this ToR
- Ensuring the efficient and effective financing, management, monitoring, evaluation, coordination and implementation in line with EU procedures and this ToR.
Qualifications and skills:
- Bachelor's degree in any field.
- A graduate degree (MSc or MBA or PhD degree) in the field(s) of digital transformation/lndustry 4.0 will be an asset.
- Very good command of English (writing, reading, speaking).
General professional experience:
- Minimum 15 years of working experience following the attainment of a bachelor's degree (Up to 25 years of working experience will be considered as an asset).
Specific professional experience:
- Minimum 3 years of experience as team leader/ deputy team leader/ project manager/ project director/ programme manager in at least two EU/ internationally funded projects/ programmes (only the references indicating minimum 110 w/d will be considered acceptable).
- Minimum 3 years of experience in provision of capacity building activities in the field of digital transformation/ Industry 4.0.
- Minimum 2 years of experience in preparation/ coordination/ implementation of policy document(s)/ roadmap(s)/ programme(s)/ strategic paper(s) at sectoral/ regionaI/ national/ international level.
- Minimum 1 year of experience in projects in the field of Digital Single Market/ Digital Decade Initiatives of the European Union is an asset.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
