The EU Integration Support Facility in Kosovo aims to enhance the impact, efficiency, and sustainability of EU funding in support of Kosovo’s path toward EU accession. The project will contribute to strengthening the strategic planning, coordination, and communication of EU-related reforms and to improving the operational and institutional framework for managing EU assistance in Kosovo.
The Team Leader / Policy Reform Expert (Key Expert 1) will lead the project team and ensure the achievement of the contract’s objectives. The expert will be responsible for overall strategic direction, coordination with stakeholders, supervision of key and non-key experts, and quality assurance of project outputs. The role requires a highly experienced professional with a strong background in strategic policy planning, public administration reform, and EU accession processes.
Master degree or bachelor plus 4 years in addition to the required general professional experience;
Excellent spoken and written English;
A professional diploma/certificate on leadership or human resources management will be an advantage;
Master Degree in Law, Economic, Public Administration, Political Science or Social Sciences will be an advantage;
At least 10 years of professional experience in areas pertaining to strategic planning and programming of public policies;
Experience as senior expert in at least 1 IPA funded project will be an advantage.
At least 4 years of experience as a Team Leader in programme/project management or country/thematic evaluation during the last 15 years;
Experience as a team leader supporting inter-ministerial/inter-institutional coordination during the last 15 years will be an advantage;
Experience working in EU acquis alignment will be an advantage.
