Job Summary:

Nicholas O'Dwyer is seeking a Procurement and Contract Management Specialist to play a pivotal role in delivering wastewater infrastructure projects in Mersin, Türkiye. This role will assist the delivery of construction supervision of several wastewater treatment plants and marine outfalls in multiple locations within the municipality of Mersin. 

Key Duties and Responsibilities:

  • Oversee and administer contracts throughout the project lifecycle, including drafting change orders, amendments, and ensuring all contractual obligations are met by suppliers and contractors.  
  • Monitor supplier and contractor performance, participate in acceptance of delivered goods, and draft acceptance certificates as required by the contract. 
  • Provide advice on contractual disputes and support the settlement of any issues that arise under the contract, ensuring alignment with EBRD requirements.  
  • Prepare and maintain all necessary documentation related to procurement, contract administration, and reporting, ensuring transparency and traceability for the client and funding institutions. 
  • Support with the preparation of progress reports and other deliverables, as required.  
  • Assessment of Contractor payment applications against work completed and contractor performance against Contractual KPIs. 
  • Maintaining a culture of continuous improvements across all aspects of the working environment and projects.   
  • Training will be provided to fulfil the requirements of your role, your participation to all essential training will be required.  
  • To ensure maximum flexibility and to reflect the Company's evolving needs, additional tasks and responsibilities will form part of this role as it evolves  

Key Requirements:

  • BSc in Engineering as a minimum.  
  • Experience in procurement and contract management in IFI funded projects. 
  • Proven experience in the management of delivery of Wastewater Treatment Plants.  
  • Experience with EBRD Procurement Policies and Rules, FIDIC Yellow Book, regulations and procurement rules and guidelines of Türkiye. 
  • Minimum of 10 years professional experience,  
  • Minimum 5 years of experience in supervision services of wastewater treatment plant construction projects. 
  • Previous experience with execution or supervision of at least two (2) projects financed by the International Financial Institutions (such as EBRD, IFC, AFD, WB, ADB, AfDB) and under FIDIC Conditions of Contract.  
  • Experience in construction supervision services of at least one large-scale WWTP projects. 
  • Knowledge of FIDIC conditions of contract.  
  • Fluency in written and spoken English is required, whereas knowledge of Turkish is desirable. 
  • Experience in the region is desirable.  
  • Competent in office packages, Microsoft, excel PowerPoint etc. 
  • Good time management skills, with the ability to prioritise work and manage many tasks concurrently.  
  • Excellent clear and concise communication skills and the ability to work as part of a multi-disciplinary and multi-cultural team.
