Program Summary:

Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.

This role is offered as a consultancy position. This Consultant role will be based in Jamaica. Local Nationals only. The selected consultant will work under a short-term contract to deliver specific outputs outlined as follows:

POSITION SUMMARY:

The Mental Health and Psychosocial Support (MHPSS) Coordinator will oversee the MHPSS program in both technical and administration sides, ensuring quality management and staff development.

PRINCIPAL RESPONSIBILITIES:

  • Coordinate the MHPSS programming for the country, including strategy development and monitoring of multiple projects.
  • Manage the MHPSS team, support with team building, performance reviews, staff hiring, and professional development of staff.
  • Closely work with local and international entities.
  • Provide continual technical guidance and support for MHPSS-related training and supervision as needed.
  • Prepare and implement of MHPSS relevant topics and support trainers to roll out training.
  • Support the development of MHPSS referral pathways with partner NGOs and external service providers to strengthen links to available MHPSS and protection related services.
  • Engage community leaders, community-based organizations, and other service providers in supporting beneficiaries to access MHPSS services as well as ensuring their feedback for quality monitoring and accountability.
  • Lead the development of MHPSS-related IEC materials.
  • Oversee monitoring and evaluation of MHPSS programming, and development of M&E tools, and collection and analysis of program data.
  • Prepare MHPSS Reporting on regular basis.
  • Work closely with support departments to support program administration and the logistical implementation of activities in program sites.
  • Implement the project in line with PH and global MHPSS standards and guidelines and closely coordinate with the protection technical lead for the development and review of training materials and reports.
  • Coordinate regularly with other sectors' team for integrated approach to activities and trainings.
  • Mainstream MHPSS within PH across sectors, and with partners and service providers.
  • Participate in MHPSS coordination meetings for information sharing, collaboration with partners, referral mechanisms, and advocacy for best practices and IASC MHPSS guidelines.
  • Administration, Finance, Compliance, Logistics and Procurement: Ensure adherence to compliance and financial systems.
  • Support on budget management, follow-up, and financial monitoring related to project.
  • Provide technical guidance and support to the Logistics and Procurement department in procuring materials.
  • Responsible for reporting and contribute on proposal development.
  • Support all MEAL procedures, including, Data management, need assessment, PMTs and other tasks.
  • Contributing to procurements plans for MHPSS program.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • The qualified candidate will be a mental health professional psychologist, clinical social worker, psychiatrist with experience in MHPSS program coordination.
  • Master or high diploma in mental health is a must.
  • Proven experience in working within emergency context, including effective coordination with stakeholders.
  • Minimum of 7 years of professional in MHPSS with at least 4 years of experience in MHPSS project management in humanitarian settings.
  • Experienced in developmental donors and programs with knowledge of project management and implementation.
  • Knowledgeable in and experience following IASC Guidelines on MHPSS in Emergencies and international best practices on the integration of MHPSS into primary health care settings.
  • Demonstrable technical expertise in the assessment, design, and delivery of responses to pre-existing and emergency-induced MHPSS needs.
  • Training experience required; capacity and proven track record in national staff and capacity-building.
  • Strong organizational and supervisory skills.
  • Honest, hardworking and self-motivated.
  • Strong interpersonal skills and ability to work within different cultural environments.
  • Strong written and communication skills.
  • Ability to work within a team structure or independently, flexible, and can cope with stressful workload.
  • An excellent command of verbal and written English.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
