Project Description

Funded by the European Commission (DG AGRI) through the fi-compass advisory mandate, and implemented for the European Investment Bank (EIB), this assignment delivers a comprehensive, EU-wide feasibility and design study for catastrophe-risk transfer solutions for agriculture.
The project aims to:

  • Assess the technical, financial, institutional, and operational feasibility of CAT bonds and insurance-linked securities for EU agriculture.
  • Develop risk models for climate perils (drought and others).
  • Evaluate how capital markets can enhance and complement existing CAP emergency mechanisms.
  • Recommend EU- and Member State-level operationalisation pathways for a pilot facility.
  • KEY EXPERT 3 — Risk Modelling Specialist (Category II)

    Expert in Climate Risk Modelling, Quantitative Analysis & Agricultural Risk

    Qualifications and Skills (Minimum Requirements)

    • University degree in finance, economics, econometrics, or another relevant quantitative field.
    • Working command of English (C1).

    General Professional Experience (Minimum Requirements)

    • At least 10 years of experience in research, analysis, or modelling, both qualitative and quantitative, in the field of economy, preferably bioeconomy, agriculture and agri-food economy.

    Specific Professional Experience (Minimum Requirements)

    • Experience in the delivery of advisory services consulting and/or editorial/analytical work to International Financial Institutions, European Commission services and/or EU funds Managing Authorities, and/or similar assignments, in the form of :

    (1) market assessments (such as cost-benefit analysis, evaluations, impact assessments, ex- ante assessments) and multi criteria analysis or other methodologies relevant to the sectors covered under the study and/or

    (2) analysing project pipelines, and financing needs, the development of public and private sector financing packages, structuring of financing solutions such as financial Instruments and investment platform and/or

    (3) designing, and/or implementing catastrophe risk transfer products.

    • Assets:
      • Adequate knowledge of the national institutional and market context related to agricultural risk management, insurance, and disaster risk financing in selected Member States.
      • Experience in structuring, issuing, or advising on instruments for disaster risk financing, CAT bonds, or reinsurance transactions 
      • Experience working with or advising multilateral development banks or public sector institutions on capital market solutions (within past 5 years).
