Team Leader / Senior Project Manager – Transport & Economic Connectivity

Location: Central Asia (duty station: Tashkent)

Contract: Fixed-term, 12 months (renewable)

DevelopmentPeople is supporting the identification of a Senior Project Manager / Team Leader for a large-scale, EU-funded regional programme implemented by a European public development cooperation agency. The programme focuses on improving sustainable transport connectivity, economic integration, and policy reform across Central Asia, with activities spanning multiple countries and involving close coordination with public authorities, international partners, and regional stakeholders. The position is based in Tashkent, Uzbekistan, and involves overall strategic leadership, operational management, and stakeholder coordination for a complex, multi-country intervention within an EU policy and results-based framework.

Key responsibilities

  • Lead the strategic and operational management of programme activities across several partner countries
  • Define implementation priorities, operational strategies, and annual work plans in coordination with stakeholders
  • Oversee budget planning, financial monitoring, and reporting, in line with donor and organisational requirements
  • Supervise and coordinate technical experts, consultants, and local teams
  • Ensure quality control of narrative and financial deliverables
  • Manage coordination with institutional partners and other implementing entities
  • Represent the programme in steering committees, coordination platforms, and official events
  • Monitor political, institutional, and regulatory developments affecting implementation and propose mitigation measures
  • Ensure effective monitoring, evaluation, and communication of results

Country-level responsibilities (Uzbekistan)

  • Plan, coordinate, and oversee all programme activities at country level
  • Maintain regular engagement with national authorities and partner institutions
  • Manage the country work plan and budget, ensuring timely delivery of outputs
  • Ensure compliance with donor requirements, organisational procedures, and national regulations

Required profile

  • University degree in transport, engineering, economics, development studies, logistics, international trade, or a related field
  • Minimum 7 years of experience in international project or programme management
  • Proven experience managing complex, multi-country and multi-stakeholder programmes, preferably donor-funded
  • Strong experience in team leadership, supervision, and coordination of experts
  • Solid understanding of transport, logistics, trade, or infrastructure-related policy environments
  • Experience in public procurement and contract management is an asset
  • Prior professional experience in Central Asia or comparable regions is highly desirable

Languages & competencies

  • Fluent English and French (written and spoken)
  • Russian Language will be considered an asset
  • Strong communication, organisational, and interpersonal skills
  • Ability to operate in complex institutional and multicultural environments
  • Autonomy, adaptability, and resilience
