Hydropower Engineer for FS, Detailed Designs and TD for the Ruvyironza Water Resources Development and Multi-Use Dam Project (PRODERER)

The consultancy services include undertaking Feasibility Study, Detailed Designs and Preparation of Tender Documents for the Ruvyironza Water Resources Development and Multi-Use Dam Project (PRODERER) located in Burundi, within the Kagera Sub-basin. The proposed project aims at developing irrigated agriculture estimated at 14,674ha. They will also explore the potential to promote other uses such as water supply, small hydropower generation, flood control, and watershed management of critically degraded contributing catchments.

The studies envisage assessment of the likely feasibility and benefits from technical, economic, financial, environment, social, and institutional perspectives, as well as consideration of possible financing options. In addition, the Consultant shall carry out the detailed designs for the best options. The study will establish a basis for viable multipurpose uses and natural resources management for the project and is expected to take 18 months effective September 2025. The studies will run concurrently with Independent Environmental and Social Impact Assessment (ESIA) studies at the same location, which will aim to independently evaluate the environmental and social aspects of the project, although it is strongly advised that the two processes inform each other in an appropriate way.

The requested profiles are as follows

Hydropower Engineer (2 M/Months):

Postgraduate qualifications in Civil/Electro-Mechanical/Hydropower Engineering, with a minimum of 10 years’ experience in the planning, design and construction supervision of hydropower projects

Social Development and gender Specialist (2 M/Months) Postgraduate qualifications in sociology, development studies or related fields, 10 years of work experience. The Specialist will ensure that socio-economic and gender issues are appropriately included during the project preparation/design stage

Environmental Management Expert (2 M/Months)

Postgraduate qualification in Environmental management or related fields and at least 10 years work experience in Environmental Assessments. Knowledge of AfDB Social and environmental safeguards is a must.
