Team Leader - MEAL

Building State Effectiveness and Accountability (BSEA) Programme

Location: Dhaka, Bangladesh (with travel as required)
Contract Duration: 2026–2031

Required Qualifications and Experience

• Minimum 10 years of professional experience in Monitoring, Evaluation and Learning (MEL).

• Extensive experience evaluating adaptive programming, including demonstrable familiarity with Problem-Driven Iterative Adaptation (PDIA) or issue-based approaches.

• Extensive experience evaluating programmes using the Thinking and Working Politically (TWP) approach, including experience in comparable governance contexts (e.g., Nigeria, Malawi, Myanmar).

• Proven experience delivering complex, politically sensitive evaluations in governance or institutional reform settings.

• Experience evaluating institutional reform approaches such as Pockets of Effectiveness (POE) (preferred).

• Experience evaluating policy engagement and reform processes (preferred).

• Strong leadership and team management skills.

• Demonstrated ability to engage senior government stakeholders and donor representatives.

• Excellent analytical writing and presentation skills.

• Ability to travel to Dhaka for key delivery milestones.
