Building State Effectiveness and Accountability (BSEA) Programme
Location: Dhaka, Bangladesh (or South/South-East Asia region)
Role Overview
The MEL Specialist(s) will contribute to the design, data collection, analysis, and production of learning and evaluation outputs across the BSEA programme. The role requires strong qualitative expertise and experience in evaluating adaptive governance programmes in politically complex environments.
The team will work closely with the Team Leader, FCDO, The Asia Foundation, and other implementing partners to generate evidence that informs adaptive programming and institutional reform.
Significant experience in qualitative research and process evaluation.
Demonstrated experience evaluating adaptive programming and familiarity with PDIA or issue-based approaches.
Experience evaluating programmes applying the Thinking and Working Politically (TWP) approach.
Experience working on governance, public administration reform, institutional strengthening or public financial management programmes.
Strong analytical and report-writing skills.
Ability to convert evaluation findings into actionable programme learning.
Experience engaging with government institutions and development partners in Bangladesh or comparable contexts.
Fluency in English required; Bengali language skills strongly preferred.
