The Sharikni project, implemented by MAGENTA in partnership with GIZ and the Jordanian Social Security Corporation (SSC), aims to co-design an inclusive, gender-responsive communications strategy that promotes voluntary social insurance enrolment among informal workers in Jordan. Recognising the complexities of social protection systems and their interaction with informal labour dynamics, the project requires specialised expertise to ensure the strategy is grounded in national policy realities, institutional mandates, and behavioural entry points relevant to SSC’s work.
The Social Protection Expert will provide high-level technical and policy advisory support to ensure the communications strategy and tools are fully aligned with the existing social security framework, regulatory environment, and national reform efforts. The expert will also help translate complex policy content into accessible, audience-specific messaging, and advise on feasibility and institutional ownership of proposed interventions.
RESPONSIBILITIES
· Review relevant national social protection and SSC policy documents to identify strategic entry points for communication and engagement.
· Advise on how to frame voluntary enrolment options, benefits, and incentives for informal workers in a way that is accurate and accessible.
· Collaborate with the behavioural research and outreach teams to assess the alignment between behavioural barriers and policy limitations.
· Support the development of the strategic communications strategy, toolkit, and dashboard to ensure they reflect SSC’s operational and legal parameters.
· Provide input into the stakeholder engagement and capacity-building components, particularly to help SSC staff effectively communicate with informal workers.
· Participate in key consultations and validation sessions with SSC and GIZ.
· Ensure the communications products are grounded in Jordan’s social insurance context and feasible for institutional uptake.
Deliverables
· Policy and programme review notes with recommendations for alignment
· Input into the strategic communications strategy and messaging toolkit
· Contributions to co-creation and validation workshop materials
· Feedback on messaging clarity, accuracy, and policy compliance
· Brief technical summary note outlining key considerations for voluntary enrolment communications
· Education: University degree in Public Policy, Economics, Social Protection, Social Sciences, or a related field.
· Experience:
o Minimum 7 years of experience working on social protection systems, preferably in Jordan or the MENA region.
o Minimum 5 years of experience advising government institutions, UN agencies, or donors on social insurance reform, voluntary enrolment, or coverage expansion strategies.
o Proven understanding of Jordan’s social security system and informal labour dynamics.
o Experience contributing to public awareness or communication campaigns on social protection is an asset.
· Language: Fluency in Arabic (required); working proficiency in English (minimum B level) is acceptable, as all deliverables will be approved in Arabic.
