General objective
Contribute to the strategic partnership between the European Union and Ivory Coast on issues and particularly on efficient and peaceful electoral processes.
Specific objective(s)
The aim is to support the Delegation of the European Union in the capitalisation of its Election Programme in order to be able to better promote the main results obtained and identify lessons learned that will feed into the EU-Côte d'Ivoire strategic partnership.
Expertise
The minimum requirements covered by the entire expert team are detailed below:
- The case studies will be carried out by experts with proven experience in the fields of democratic governance, electoral processes, citizen participation, conflict prevention. Management/analysis of EU programmes in these areas is an asset.
- They will also have to demonstrate a demonstrated ability to evaluate, capitalize and/or analyze international cooperation programs, including complex interventions. They should have proven experience in conducting qualitative and quantitative analyses, including literature review, semi-structured interviews, questionnaires and focus group facilitation with different categories of stakeholders (public institutions, electoral management bodies, civil society organizations, media, youth, and technical and financial partners).
- Experts will be expected to demonstrate a good knowledge of the political context,
- institutional and electoral development in West Africa, ideally in Ivory Coast
- Excellent command of written and oral French is required, as well as previous experience in writing analytical reports or studies for programs funded by international donors, including the European Union or multilateral organizations.
- The ability to integrate numerical data, factual elements, infographics/data visualization and testimonies from the field in order to concretely illustrate the results and impacts of actions will be particularly valued.
In addition, the team of experts mobilized to carry out the studies will have to demonstrate professional experience in one or more of the thematic areas covered by the case studies. More specifically, proven experience will be required at least in the following areas:
- Early Warning and Response : A minimum of five (5) years of experience in the design, implementation or analysis of early warning and conflict prevention mechanisms, including in electoral or democratic governance contexts. This experience may include, for example, working with civil society organizations, public institutions, or community-based mechanisms for the prevention and management of tensions.
- Citizen Awareness and Mobilization : A minimum of five (5) years of experience in the design, implementation or analysis of awareness-raising, civic education or community mobilization campaigns aimed at strengthening citizen participation, social cohesion or violence prevention, including in electoral contexts. This experience may include, for example, working with state institutions or civil society to implement awareness-raising programmes. Experience working with youth organisations or youth networks will be an asset.
- Responsible Media Coverage and Countering Disinformation : A minimum of five (5) years of experience in media, journalism or strategic communications, including initiatives to promote responsible media coverage, journalistic ethics, fact-checking or countering disinformation, particularly during election periods, is required. This experience may include, for example, working with media regulatory bodies. Knowledge of the legislation in force will be an asset as well as experience relating to the visibility of the European Union (including, ideally, in relation to its reputation and risk sensitivity)
