Project Overview

The Advancing Egypt's Energy Transition project is a Technical Assistance assignment supporting Egypt's transition toward a low-carbon, resilient and sustainable energy system. The project supports national climate commitments, energy sector reform, private sector participation, renewable energy integration, grid resilience, energy efficiency, emissions reduction and institutional capacity building. The assignment will be implemented in cooperation with the Delegation of the European Union to Egypt, the Ministry of Electricity and Renewable Energy, the Ministry of Petroleum and Mineral Resources, regulators, utilities, affiliated sector entities and other relevant national stakeholders.

 

The Energy Efficiency Policy and Implementation Expert will lead policy, legal, regulatory and implementation support for energy efficiency across priority sectors. The role will focus on strengthening Egypt's energy efficiency framework, supporting preparation of the National Energy Efficiency Roadmap and NEAP 4, and developing an Energy Efficiency Law and Executive Regulation targeting thermal energy, including natural gas and petroleum products.

 

Overall Objectives

The overall objective is to provide comprehensive technical support for Egypt's energy transition, aligned with sustainable development goals and international climate commitments. The project aims to improve energy efficiency, reduce emissions, strengthen grid readiness, support renewable energy integration, and advance reforms that enable a more open, efficient and investment-ready energy sector.

 

Roles and Responsibilities

·       Lead the review and development of energy efficiency legislation and policies, ensuring alignment with international best practices and national development priorities.

·       Support institutional capacity-building for implementing agencies, regulators, and ministries involved in energy efficiency governance.

·        Identify legal and regulatory barriers and recommend practical reforms or institutional adjustments.

·       Advise on the design of incentive schemes, enforcement mechanisms, and monitoring and verification systems to support compliance with energy efficiency targets.

·        Coordinate with stakeholders across industry, tourism, gas sectors to ensure that proposed legal reforms are inclusive and sector-appropriate.

·        Draft and review legal texts, implementation decrees, or secondary legislation as needed, providing technical assistance throughout the legislative process.

·        Contribute to knowledge products, case studies, and training materials that document and disseminate good practices.

Expert Minimum Qualifications & Experience

·       Advanced university degree (Master’s or PhD) in Public Policy, Energy Engineering, Environmental Policy, or related discipline.

·       At least 10 years of experience in developing and/or advising on energy efficiency, regulations, and institutional frameworks at national or regional levels.

·       At least 10 years of experience in energy efficiency projects and legislative drafting, particularly in the industrial, commercial, public, and legal sectors.

·       A minimum of 10 years of professional experience in energy efficiency policy development, legal and regulatory reform, and implementation support, particularly in the public sector or international development context.

·       Proven involvement in the drafting or revision of at least 3 national energy efficiency regulatory frameworks, incorporating both public and private sector enforcement mechanisms.

·        Minimum of 5 years of experience supporting implementation strategies for energy efficiency programs across multiple sectors (e.g., industry, gas, or tourism).

·       Demonstrated track record in designing or evaluating national energy efficiency action plans (NEEAPs), energy performance standards, or incentive mechanisms (e.g., audits, subsidies, tax credits, or ESCO frameworks).

·       Familiarity with international energy efficiency frameworks, such as those from the EU, IEA, UNEP, or Energy Charter Treaty, is highly desirable.

·       Extensive hands-on experience conducting energy audits and implementing efficiency measures in gas, industry, tourism sectors.

·       Proven track record of drafting or advising on national energy efficiency or renewable energy legislation and developing sectoral energy efficiency programs.

·       In-depth knowledge of international standards and best practices (e.g., ISO 50001, ASHRAE) and international legal frameworks and compliance mechanisms.

·       Experience advising ministries, energy regulators, or legislative bodies on the legal and institutional requirements for scaling up energy efficiency at a national level.

·       Experience working with government agencies, legislative bodies, and facilitating policy development and stakeholder engagement.

Key Skills and Competencies

                     Strong understanding of legal drafting principles, public administration processes, and energy governance.

                     Experience coordinating multi-stakeholder consultation processes and aligning policy reform with cross-sectoral development goals (e.g., climate change, competitiveness, energy security).

                      Proven ability to lead or contribute to the development of policy guides, regulatory toolkits, or compliance manuals, with at least 2 published or adopted documents in the field.

                     At least 3 years of experience delivering training workshops or legal briefings to policymakers, legal drafters, or implementing agencies.

                      Excellent communication, legal writing, and advisory skills; able to translate complex technical and legal information into actionable recommendations.

                      Fluent in English; working knowledge of Arabic is considered an asset.

                      Experience in the field Energy Efficiency Targeting thermal Energy would be an asset.

                     Strong project management, stakeholder engagement, and consensus-building skills.

                     Excellent legal drafting, policy analysis, and report writing abilities.

                     Ability to analyze technical and economic impacts of efficiency measures and communicate complex concepts clearly.
