Overview: IBTCI is seeking an Environmental Specialist for the World Bank Lebanon Emergency Assistance Project (LEAP) Third Party Monitoring Agent (TPMA) Project to provide civil works expertise for a team conducting third party monitoring of LEAP activities in Lebanon. LEAP is designed to address the most urgent repair and reconstruction of damaged critical public infrastructure and public lifeline services and the sustainable management of rubble. As a high-risk operation, the LEAP includes supplemental arrangements, such as third-party monitoring and enhanced supervision with regular audits, to mitigate risks and support Lebanon's commitment to a sustainable recovery and reconstruction process, as well as transparency, consultation, and open access to information as foundations of a renewed social contract.

 

The TPMA will be responsible for reviewing, verifying and reporting on the compliance of project activities with the World Bank’s operational, fiduciary, environmental and social framework. This includes: (i) reviewing and verifying – through site visits, satellite imagery, surveys, and review of relevant project documents - the delivery of all activities and eligibility of expenditures according to the terms of references and contracts signed, (ii) ensuring compliance with the project operational manual, (iii) verify outputs from contracts under the project, such as the volume of rubble recycled/disposed of, completion of repairs, and delivery/installation of equipment; and (iv) track intermediate results under the project and collect feedback from various stakeholders involved, including end beneficiaries.

 

This is a three-year contract with level of effort estimated at 250 days.

 

This position is contingent upon award.

 

Essential Duties/Tasks and Responsibilities:

The Environmental Specialist is responsible for ensuring that all project activities comply with the World Bank’s environmental safeguards and that environmental risks are properly monitored, documented, and addressed.

 

This position will: Review environmental safeguard documents (ESIA, ESMP, ESCP, etc.) and identifies applicable standards; Conduct site visits to verify environmental compliance and monitor impacts; Assess whether environmental risks or conditions have changed during implementation; Verify that contractors comply with environmental requirements in contracts; Document findings (photos, geotagging, reports) and flags non-compliance issues or risks; and Recommend corrective actions to improve environmental performance.

 

Required Knowledge, Skills and Abilities:

  • Ability to effectively interact with clients and stakeholders
  • Strong writing skills in English necessary to draft high quality reports
  • Excellent communication skills

Minimum Requirements:

  • Minimum 5 years of experience in environmental assessments and monitoring, preferably in infrastructure or construction projects
  • Demonstrated experience in reviewing and implementing environmental safeguards documents (e.g., ESIA, ESMP)
  • Experience conducting field-based environmental monitoring, site inspections, and compliance verification
  • Proven ability to assess environmental risks and monitor impacts during project implementation
  • Familiarity with environmental compliance requirements and reporting frameworks
  • Fluency in English required

Preferred Experience:

  • Fluency in Arabic and/or French
  • Prior experience with the World Bank or other IFI-financed projects, including strong knowledge of the Environmental and Social Framework (ESF)
  • Demonstrated experience in third-party monitoring, independent verification, or audit-type assignments
  • Experience in fragile, post-conflict, or high-risk operating environments
  • Strong knowledge of the local environmental context in Lebanon and relevant regulatory frameworks
  • Previous experience working in Lebanon

Education: University degree in Environmental Science, Environmental Engineering, or a related field.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.

 

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required.
