Project Overview

The Luganville Resilient Urban Water Supply and Sanitation Project (LRUWSSP) is a strategic infrastructure initiative funded by the Asian Development Bank (ADB) and implemented by the Government of Vanuatu, aimed at strengthening the resilience of urban services against climate change and natural disasters. The project focuses on diversifying water sources, modernizing existing transfer and distribution systems, minimizing non-revenue water (NRW) levels and providing comprehensive operation and maintenance (O&M) support. Furthermore, the project includes the construction and upgrading of public and school sanitation facilities, the implementation of WASH campaigns, and the establishment of a new faecal sludge management facility to improve overall urban sanitation. The total duration of the service contract will be five years.

In addition to infrastructure development, the project prioritizes community resilience through the construction of multipurpose emergency shelters and the provision of disaster preparedness training for local communities. The project is executed by the Ministry of Finance and Economic Management (MFEM), with implementation led by the Ministry of Internal Affairs (MOIA) and the Ministry of Lands and Natural Resources (MLNR). All technical operations and contract management processes are coordinated under the Project Management Unit (VPMU), which reports to the Project Steering Committee, ensuring that all activities are delivered in strict compliance with high-standard design, supervision, and capacity development requirements.

We are seeking an experienced Resident Team Leader and Contract Manager to join our team for the delivery of the Luganville Resilient Urban Water Supply and Sanitation Project (LRUWSSP) in Vanuatu. The ideal candidate will bring proven leadership in the delivery of complex infrastructure projects, particularly in climate-resilient water supply and sanitation. The candidate will act as the Engineer under FIDIC contracts on behalf of the Project Management Unit and will be responsible for managing multidisciplinary teams.

Main Duties and Responsibilities

  • Liaising with government agencies, ADB, and other stakeholders as the primary project representative.
  • Leading and coordinating all aspects of the consultancy to ensure timely delivery of project outputs.
  • Overall management of the consultant team and supervision of technical and administrative activities.
  • Acting as the Engineer under FIDIC contracts, including the processing of contractor or consultant claims and variations.
  • Managing project stakeholders, including government agencies and community groups, to ensure effective project implementation.
  • Providing on-the-job capacity building and mentoring to national counterparts to facilitate knowledge transfer.
  • Ensuring compliance with all technical, financial, and safeguards requirements in line with ADB procedures.

Knowledge, Skills, and Experience Required

  • Bachelor’s degree in civil engineering or a related field.
  • 15 years of overall experience.
  • 10 years of experience as a team leader of professional and semi-professional staff.
  • 5 years of experience managing project stakeholders including Government agencies and community groups.
  • 5 years of experience in managing contracts as the Engineer under FIDIC contracts including processing contractor and or consultant claims and variations.
  • Knowledge of small island developing states preferred.
