  1. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF), the Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of Public Work and Transportation (MPWT) has received a Credit in the amount of US$55.00 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Improvement Project (WaSSIP) for five years starting from 2019 to 2024 and intends to apply part of the proceeds for Consulting Services (Firm).
  2. The objective of this assignment is to assist MISTI in (i) implementing the WASH SBCC in areas where piped water system is developed to address WASH-related behaviors above (whose package has already been developed), and (ii) developing and implementing the BCC package related to the aspects of water source protection and water demand management practices by ensuring strategic synchronization of the two packages both in terms of content and the implementation strategy. The firm will build the capacity of MISTI, utility staff, local government and other actors, if applicable, for the implementation of the social behavior change communication package. The firm will provide technical and operational support to the implementation team and ensure the quality of the BCC campaign is up to the standard.
  3. The WaSSIP Project now invites expressions of interest from eligible consulting firms/NGOs to undertake the above-mentioned services, for which the detailed Terms of Reference (TOR) can be found at: https://drive.google.com/drive/folders/1qY_0sZGno0p25m7jgY_MhiHUoeTRH57E?usp=sharing or can be obtained at the address given below.
  4. Interested Consultants must provide information indicating that they are qualified to perform the services. The shortlisting will be on information demonstrating that the Consultants are qualified to perform the services. The Consulting firm/NGO, or firms/NGOs in the case of a joint venture, are expected to demonstrate the following minimum requirements:
    • At least 5 years of work experience in behavior change communication and/or behavioral science related to the WASH sector or other similar sectors combining both development and implementation.
    • Completed at least 1 related assignments of a similar nature to this consultancy over the last 10 years.
    • Experience in capacity building in a developing country context is required.
    • Proven record of work in formative research, preferably in water and sanitation or health/nutrition and preferable of experience in the development and/or implementation of tools for training related to behavior change communication.
    • Previous work in Cambodia and/or East Asia and the Pacific in water and sanitation sector is preferable.
  5. Key Experts will not be evaluated at the shortlisting stage.
  6. Consultants may associate with other firms/NGOs to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  7. Following this invitation for Expression of Interest, a shortlist of qualified firms/NGOs will be formally invited to submit proposals. Only those firms/NGOs, which have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Quality -Based Selection (QBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing” (hereinafter referred to as “Procurement Regulations”) dated July 1, 2016 (revised November 2017 and August 2018).
