TheNational Statistical Office, Mongolia has received financing in the amount of US$ 2,000.000 equivalent from the World Bank toward the cost of the MONSTAT:Strengthening the National Statistical System of Mongolia Project, and it intends toapply a part of the proceeds to payments forgoods and related services, consulting and non-consulting services to be procured under this project.
Theproject has the following components:
COMPONENT A
Improving policy, regulatory, and institutional framework and theorganizational structure of the statistical system
A1. Review and improvement of the institutional framework of thestatistical system of Mongolia
A2. Improving therelationship between data users and producers
A3. Improving the datadissemination function and procedures
A4. Strengthening human resource capacity
A5. Review and improvement of organizationalstructure of the national statistical system
COMPONENT B
Strengthening the statistical infrastructure
B1. Improvement and updating of statistical registers
B2. Further development and improvement of classifications and other standards
B3. Further development and improvement of sampling methods
B4. Improvement of skills in seasonal adjustment
B.5 Improvement of data quality
B6. Improving questionnaire design procedures and developing Master Questionnaire
COMPONENT C
Upgrading statistical data outputs (SNA, pricestatistics)
C1. Intensify the implementation of System of National Accounts (SNA)
C2. Improving price statistics
C3. Preparation of populationand housing census.
COMPONENT D
IT Infrastructure and Equipment
D1. Preparation of an IT Plan
D2. Establishment of an IT network for the national statistical system
Procurement for the Supply and Installation of Networking and Security equipment will be carried out throughInternational Competitive Bidding. The invitation for bids for this contract is expected to be issued in November,2012.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the WorldBank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004,Revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with theWorld Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 2006).
Specific procurement notices for contracts to be bidunder the World Bank's international competitive bidding (ICB)procedures and for large value consulting assignments will be announced, as they become available, in UN DevelopmentBusiness online(www.devbisiness.com) and dgMarket (www,dgmarket.com) and "Unuudur" and "Udrin sonin" local newspapers.
