Title:

Consultancy Services for conducting the Final Project Evaluation of Sindh Irrigated Agriculture Productivity Enhancement Project (SIAPEP)

1. Sindh Irrigated Agriculture Productivity Enhancement Project (SIAPEP) is funded by the World Bank and Government of Sindh. It started in 2016 and completed its original 6 years’ life in December 2021. The project was granted two extensions and currently the closing date of the project stands as September 30, 2023. The project is being implemented by the Government of Sindh through Water Management wing of Agriculture Department.

2. The project development objective is to improve water and agriculture productivity for small and medium size farmers in Sindh.  This objective would be achieved by: a) Lining of watercourses up to 50% of the total length; b) construction of Flood Shelters in flood prone areas; c) introduction/expansion of the High Efficiency Irrigation System for growing high value crops in large scale in an effort to promote crop diversification and better yields per drop of water and provision of 15,000 Kitchen Garden Kits (KGK) to poor, landless and preferably female headed households. d) training of farmers in improved agriculture practices including integrated pest management; e) provision of laser land leveling and deep ripping equipment; and f) capacity building and training of departmental staff.

3. The Expression of Interest is invited for the consultancy services for conducting the Final Project Evaluation of Sindh Irrigated Agriculture Productivity Enhancement Project (SIAPEP) with specific and proven competence and experience in socio-economic surveys and studies.

4. The Project Director PIU, SIAPEP now invites eligible consulting firms to indicate their interest in providing the Services. Interested firms should be in similar business and provide information demonstrating that they have the required qualifications and relevant experience of ten (10) years in conducting socio-economic surveys and studies of similar nature. A consulting firm will be expected to demonstrate or provide explicit information / evidence of their qualification to perform this assignment in their profiles as indicated in ToRs of this assignment. A consulting firm should be registered with an appropriate forum. It should also have at least 5 similar projects in its credit and should have adequate logistical capacity.

5. Interested consulting firms and consortia must provide information indicating that they are qualified to perform the assignment/study (e.g. description of similar assignments, value of similar assignments); experience under similar conditions, availability of appropriate skill among staff etc. Consultants may associate to enhance their qualifications. A consulting firm are encouraged to provide only materials that would be specific to the proposed services, and to avoid submitting generic promotional material.

6. The “Association” may take the form of a joint venture or sub-consultancy. The consulting firm, including any Joint Venture member, submits or participates in more than one proposal, all such proposals shall be disqualified.

7. A consulting firm will be selected in accordance with the Selection Based on Consultants Qualification (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 and revised in 2014).

9. Expressions of interest must be delivered in a written form (01 original, 02 copies and a soft copy in a flash drive/USB to the address below (in person, or by courier) on or before April 11, 2023 by 12:00 PM
