Reference No: MSISTAP-1.1.1/3.3 Functional Review of Institutions engaged in theManagement and Regulation of the Mining Sector

 

The Government of Mongolia has received a credit from the International Development Association(IDA) of the World Bank for the Mining Sector Institutional Strengthening Technical Assistance Project with the objective ofimproving development outcomes from extractive industries in Mongolia.

The overall objective of this consultancy service is to provide a high level review of thefunctions performed by a number of public institutions in promoting, managing and regulating mining sector development which willassist the Government identify potentialareas of legislative and institutional reform. The scope of the functional review should include but need not be limited to institutions that play a role in the followingareas: mineral resources management and promotion (including geological services), mineral licensing and related permitting forexploration and mining operations, monitoring and enforcement of safe and efficient mining practices, fiscal policy andadministration, environmental and social management and community welfare, management of publicinvestment in mining and mininginfrastructure planning and development.

The Government now invites eligible individual consultant to indicatetheir interest in providing the Services. Interested Individual consultant should provide information demonstrating that they havethe required qualifications and relevant experience to perform the Services (description of similar assignments, experience insimilar conditions, availability of appropriate skills among staff, etc.).  Theconsultant should have at least five years of work experiencein public administration obtained in the public sector, in consultancyor in academia and preferably tertiary qualifications in public administration or a related discipline; record of undertakingfunctional reviews of regulatory institutions, preferably reviews that involve themining sector; and worked on at least one similarassignment in a country other than his/her own, preferably a developing country.

A Consultant will be selected in accordance withthe individual consultant selection method set out in the World Bank's Guidelines:  Selection and Employment of Consultants by Bank Borrowers, (current edition).
