The Government of Mongolia has received financingfrom theWorld Bank toward the cost of the Ulaanbaatar Clean Air Project, and intends to apply part of the proceeds for consultingservices.

The objectives of the feasibility studyare to recommend an investment and institutional capacity building program for the Ulaanbaatar City district heating supply systemthat is technically, environmentally, economically and financially feasible and is consistent with Mongolian lawand World Banksafeguards policies.

The consulting services ("the Services") include:

1.     Review of Institutional Structure forHeating Supply in Ulaanbaatar;

2.     Review of Management and Organization ofUlaanbaatar District Heating Network Company (UBHNC) and 21 City housing service companies(CHCs);

3.     Assess FinancialManagement;

4.     Heat LoadAnalysis;

5.     Analysis of current DH network systemfor least cost heating alternative;

6.     Heat Production;

7.     Water Quality andTreatment;

8.     Heat Distribution (Transmission andDistribution);

9.     Substations andMeters;

10.  Demand-side Management Measures in ResidentialBuildings;

11.  Cost estimates and Investment program;

12.  Economic, financial and affordabilityanalysis;

13.  Environmental Impacts;

14.  Environmental, safeguards, and law and regulationsreview;

15.  Component Implementation Arrangements.

The Project Management Unit on behalf of the Municipality of Ulaanbaatar, now invites eligible consulting firms("Consultants") to indicate their interest in providing the Services. Interested Consultants should provideinformationdemonstrating that they have the required qualifications and relevant experience to perform the Services. The short listingcriteria are:

1.      At least 5years relevant professional experience in management of the district heating investment planning; in production, network, substation and building engineering fields; and in convertingdistrict heating system from production driven to demand driven mode;

2.      Technical andmanagerial capabilities of the firm;

3.      Qualifications of key staff (with proven technical expertise and experience in the field of the assignment);

4.      Familiaritywith Mongolian conditions would be preferable;

The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employmentof Consultants by World Bank Borrowers (May 2004 Edition and revised inJanuary 2011) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in theform of a joint venture or a subconsultancy to enhance their qualifications.

A Consultant will be selected in accordance withthe Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
