This is a pre-solicitation notice. 12405B23R0030


The USDA, Agricultural Research Service (ARS) Southeast Area (SEA) Sugarcane Field Station 12990 Hwy 441N Canal Point, FL has a requirement for Recirculating Aquaculture Systems for Repair Crossing House to include:

1. The Contractor shall provide all professional services, personnel, tools, material, equipment to repair the 30’ x 198’ Crossing House by completely re-skinning the building by replacing the existing siding with the same type of siding.  The approximately 12’x5’ section of displaced masonary block will be re-aligned with building masonary so that it returns to flush and sealed against weather.  The puncture of damaged blocks in the masonry side wall will be repaired.  The corroded exterior door and frame will be replaced with new steel door and frame and repainted according to existing colors.  The existing boiler shall be replaced with a high efficiency oil fired boiler that matches or exceeds the required specifications of the existing 1005000 btu/hr boiler.  The drains in the troughs inside the Crossing House shall be filled with concrete and the void underneath the Crossing House on the outside of the boiler room shall be filled with concrete.  This void was caused by the drains inside the troughs having corroded to the point that all fluids from the troughs that went down the drains caused the washout underneath the building.  The overflow drains shall remain intact.

USDA ARS SEA intends to issue a Request for Proposal for a firm fixed priced construction contract. The solicitation is anticipated to be a Total Small Business Set-Aside. The NAICS code for this requirement is 236210 with a size standard of $39.50 M. 

Contractors shall not directly contact the facility to discuss this requirement.

The magnitude of the project is estimated to be between $1,000,000 and $5,000,000.

During the solicitation phase, contractors will be provided the opportunity for a site visit and to ask any relevant questions.  
This notice is issued solely for information and planning purposes - it does not constitute the Request for Proposal (RFP). The Government anticipates issuing an RFP for this requirement around July 21, 2023. This notice does not commit the U.S. Government to contract for these services.  The statement of work is attached to this notice for information only. The full RFP, applicable provisions/clauses, wage rates, etc. will be posted when the full RFP solicitation is released around July 21, 2023.
