The Government of Uganda has received financing from the World Bank toward the cost of the Electricity Sector Development Project, and intends to apply part of the proceeds for consultant services.  The services include design, development and implementation of a Geographical Information System (second phase).

For the first phase, UETCL installed and commissioned a GIS prototype, conducted GIS trainings for staff and converted available data from hardcopy to digital format.

For the second phase, the deliverables shall include; reports, development of a data model,  implementation of a fully developed and functional GIS, benchmarked for suitability and training of staff all of which shall be expected during the project execution period of 12 calendar months.

The Uganda Electricity Transmission Company Limited now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The shortlisting criteria are:

1.   At least 10 years' experience in the implementation of GIS or related solutions

2.   Specific experience of at least 3 projects involving successful implementation of similar GIS solutions in large organizations

3.  Availability of appropriate skills among staff including expertise in the following areas: Management of a big GIS project and or involving ArcFM UT; Business process analysis in Utilities and ability to develop API's for the same; Webmap applications based on GIS and geo-databases; Utility Planning functions and applications development; knowledge of Quality control within a GIS environment.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated May 2006 revised October 2006 and May 2010 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

 A Consultant will be selected in accordance with the Quality and Cost based selection method set out in the Consultant Guidelines.
