Description : Global Green Growth Institute in Pacific seeks to engage a competent consulting firm to support and improve Climate Finance Access Network (CFAN) team’s technical capacity in mainstreaming stronger Gender Equality, Disability, and Social Inclusion (GEDSI) components in climate finance project development. The Consultant shall provide technical support to help the CFAN team to integrate GEDSI elements into climate finance project development process and GEDSI capacity development for CFAN advisors and associates in the form of Training of Trainer. This shall be done through development of relevant GEDSI tools and methodologies to support an integration of GEDSI in climate finance concept notes and proposals, and design of a training program to provide a step-by-step process to integrate GEDSI in climate finance proposals
PROJECT BACKGROUND:
The Climate Finance Access Network (CFAN) was established to support developing countries in accessing finance to achieve their climate objectives. By cultivating a network of highly trained climate finance advisors, CFAN builds the capacity of developing countries to (1) identify the sources and instruments for delivering climate finance, (2) establish relationships with climate finance providers, and (3) structure financing for mitigation and adaptation investments. CFAN work in the Pacific was funded by the Government of Canada from 2021 and from June 2023 will also be funded by the Department of Foreign Affairs and Trade (DFAT) of Australia.
The CFAN Phase 2 in the Pacific, funded by Australian DFAT with GGGI as a Delivery Partner, aims to support the 8 CFAN countries (Fiji, Kiribati, PNG, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) to:
(i) Enhance access to climate finance with a target of USD 120m of climate finance mobilized for priority adaptation and mitigation projects
(ii) Increase climate finance expertise among nationals of CFAN countries to develop quality climate finance proposals that adhere to environmental and social safeguards and gender responsive design requirements

PROPOSED ACTIVITIES & SCOPE OF WORK:
1) Proposed Activities for the Overall Project
GGGI seeks to engage a competent consulting firm (hereinafter referred to as “Consultant”) to support and improve CFAN team’s technical capacity in mainstreaming stronger Gender Equality, Disability, and Social Inclusion (GEDSI) components in climate finance project development. The Consultant shall provide technical support to help the CFAN team to integrate GEDSI elements into climate finance project development process and GEDSI capacity development for CFAN advisors and associates in the form of Training of Trainer. This shall be done through development of relevant GEDSI tools and methodologies to support an integration of GEDSI in climate finance concept notes and proposals, and design of a training program to provide a step-by-step process to integrate GEDSI in climate finance proposals.
Specific Objectives:
• Support integration of GEDSI elements to ensure that climate finance proposal development considers views from diverse stakeholders.
• Develop a training program on GEDSI integration in climate finance and conduct a Training of Trainer for CFAN Advisors and Senior Associates.
2) Scope of Work
Task 1: Literature review on GEDSI challenges and opportunities in the Pacific and workplan
- Undertake the inception meeting with GGGI CFAN team to prepare a workplan and agree upon activities to produce deliverables and timelines
- Undertake a literature review and analysis of GEDSI and climate finance in the Pacific region especially the eight CFAN countries, highlighting challenges, needs and opportunities including funding sources for GEDSI-focused climate finance projects.
Deliverable 1 – Inception report and workplan
Task 2 – Develop and deliver a training program on GEDSI integration in climate finance to CFAN team
- Identify GEDSI training needs with the CFAN Team and some government stakeholders in the context of climate finance and sustainable development
- Design a GEDSI in Climate Finance Training program including PowerPoint Presentation slides and any relevant materials, covering the use of GEDSI guidelines by climate funders such as GCF, Adaptation Fund, and Global Environmental Facility (GEF)
- Deliver a Training of Trainer for CFAN team and the Pacific Regional team (virtual).
- Prepare and submit the training report including all training materials (PowerPoint Presentation Slides, documentations, etc), pre- and post-survey and recommendations on the roll-out of GEDSI training at the national level.
Deliverable 2 – ToT on GEDSI in climate finance provided to CFAN team and relevant materials submitted
Task 3: Design and develop GEDSI tools and methodologies for community/stakeholder consultation.
- Identify the needs of such tools with CFAN advisors and the regional team and HQ GEDSI specialists
- Design of GEDSI relevant questionnaires and focus-grouped discussion facilitation guidelines to support GEDSI integration during community visits and stakeholder consultations as part of the proposal development process.
- Training CFAN team on the use of tools and methodologies (virtual) including training report and materials.
Deliverable 3 - GEDSI tools and methodologies for community/stakeholder consultation developed and CFAN advisors trained

IMPORTANT TIMELINES:
The tender submission deadline is MAY 5, 2025 16:00 HRS KOREAN STANDARD TIME (KST).
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 May 5, 2025 KST, then the due date for submission of request for clarification is 16:00 April 28, 2025 KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.
ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.
SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e., specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen.
