  1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Education for Human Capital Development Project and intends to apply part of the proceeds toward payments under the contract for the Construction of  New Schools in Hudur and Wanlaweyn  - Southwest (5 lots) “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

  1. The Ministry of Education Culture and Higher Education of, Southwest, State of Somalia now invites sealed Bids from eligible Bidders for the Construction of New Schools in Hudur and Wanlaweyn – Southwest (5 lots).

  1. Bids will be evaluated Lot wise. The contract(s) will be awarded to the Bidder offering the lowest evaluated cost to the Employer for the respective Lot, subject to the selected Bidder meeting the required qualification criteria as the case may be. Bidders can apply for one or more Lots.

  2. Bidding will be conducted through National  Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 1st, 2016 revised November 2017 August 2018, November 2020, and September 2023  (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  2. Bids will be publicly opened in the presence of bidders' designated representatives and any interested parties who choose to attend at the address below on or before 10th May 2025 at 11:00 AM

  3. All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.

  4. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
