Objectives: The consultancy focuses on facilitating data governance capacity building for relevant stakeholders and developing a draft national data policy for Madagascar. Specifically, it aims to align technical assistance with the national development and economic needs outlined in the AU Data Policy Framework (DPF) by conducting data governance training for officials and stakeholders, facilitating national dialogue and consensus, and developing a roadmap for DPF domestication. The consultancy intends to draft a comprehensive data governance policy for Madagascar that aligns with regional and continental frameworks.
