Public Relations and Legal Consultant Supporting IUCN-ESARO’s Coastal and Ocean Resilience Programme (COR) in Advancing the Ratification and Implementation of the BBNJ Agreement in Comoros

Objectives: This tender seeks to engage a Public Relations and Legal Consultant to assist the Union of Comoros in ratifying and implementing the BBNJ Treaty. The consultant will support legal analysis, strategic public relations, and stakeholder engagement to accelerate the ratification of this treaty. With expertise in ocean governance, the consultant will guide the Comoros government and IUCN staff in understanding the treaty’s obligations, benefits, and challenges. The assignment will also involve coordinating with regional and global partners to support 11 Eastern and Southern African nations, with a focus on strengthening legal and institutional frameworks and enhancing local scientific capacity.
