The Socialist Republic of Vietnam has received financing from the World Bank towards the cost of the Project Preparation Technical Assistance Facility (PPTAF).
Yen Bai City has applied for financing from PPTAF for the preparation of the "Result Based National Urban Development Program – Northern Mountains" Yen Bai Sub-project and intends to apply part of the proceeds of this financing to eligible payments under the contract for Package YB-02: Consulting services for Survey, Preparation of Investment Projects, Report on Civil Works Construction (Feasibility Study Report), Technical Detailed Design, Cost Estimate, Bidding Document, Environmental Impact Assessment and relevant documents for Phase 2 investments (2017-2020).
Consulting services consist of: conducting necessary surveys and investigations, preparation of Investment Projects Report on Civil Works Construction (Feasibility Study Report), preparation of Technical Detailed Design, Cost Estimate, Bidding Document, Environmental Impact Assessment and other relevant documents for investment items under Phase 2 as follows:
1. Upgrading infrastructure of Low Income Areas (LIAs) of Yen Thinh, Nguyen Phuc and Yen Ninh ward: Updrading existing footpaths (1.5 m width) into concrete roads (3 m width); Construction of drainage and street lighting; providing waste collection system.
2. Upgrading of roads and bridges in Yen Ninh ward: The total length of the route is about 985m; Rehabilitation of corridors; Construction of a bridge with length of 12m and width of 5m.
3. Rehabilitation and upgrading of Bao Luong road with length of 2,100m and alongside water drainage system and street lighting.
4. Rehabilitation and upgrading Dien Bien – Yen Ninh road with total length of 2,390m. Construction of water and power supply system for households in the area.
5. Upgrading of roads and bridges in Yen Thinh ward: The total length of 5,850m; rehabilitation of drainage; construction of 2 bridges with length of 9m and 10.8m and width of 6m.
6. Upgrading of roads in Nguyen Thai Hoc and Nguyen Phuc ward with the total length of 6,540m; Rehabilitation of drainage.
7. Upgrading of roads in Nam Cuong ward with the total length of 1,981m; Rehabilitation of sewage system.
8. Upgrading of roads and bridge of Hop Minh ward. The total length is 1,000m; Rehabilitation of sewage system; construction of one bridge of 12m length and 6m width.
9. Rehabilitation of embankment system of Km5 central lake and Hoa Binh lake with the total length of 1,350m. Rehabilitation and upgrading sidewalk around lakes with length of 4.400m, construction of drainage, lake dredging, street lighting for lakes and embankment.
10. Installation of public street lighting system at some main streets with total length of 16km.
11. Embankment Construction for Ngoi Yen stream - total length 800m.
12. Rehabilitation and extending of classrooms, functional rooms and other ancillary works of 6 kindergartens in Yen Bai City.
13. Construction of resettlement area (40,000 m2) including ground levelling, internal road, water supply, drainage and sewer, street lighting and tree planting.
Estimated total investment cost for the above items: USD 26,32 million
Estimated service duration: 15 months, starting in June 2014.
On behalf of Yen Bai Department of Planning and Investment, PPTAF Subproject Management Unit of Yen Bai City now invites eligible consultants ("Consultant") to express their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications. In that case, consultants should clarify whether they will associate in the form of joint venture or sub-consultancy agreements. In case of joint venture, all members of the joint venture shall be jointly and severally liable for the execution of the contract and one member shall be appointed to represent the joint venture.
A consultant will be selected in accordance with the QCBS procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011 (the Consultant Guidelines). The attention of interested Consultants is drawn to paragraph 1.9 of the Consultant Guidelines, setting forth the World Bank's policy on conflict of interest.
