Description : Global Green Growth Institute in Colombia is seeking to hire an ICA-accredited laboratory to perform technical tests for efficacy, stability, and toxicity, complying with the specific regulatory requirements for the registration of two bioproducts (Bacillus tequilensis-based biofungicide and bacteriophage-based bactericide) with the ICA. These efforts complement INBACTER SAS's broader objective of advancing technologically and designing a future production line for the IB065 and MXX bioproducts.
ABOUT GGGI:

GGGI supports stakeholders through two complementary and integrated workstreams – Green Growth Planning & Implementation, Green Investments, and Knowledge Solutions – that deliver comprehensive products and services designed to assist in developing, financing and mainstreaming green growth in national economic development plans. GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as building the conditions for public and private green investments.
GGGI’s Green Investment Services (GIS) team supports countries by developing bankable projects, national financing vehicles, and risk reducing instruments to bridge the gap between finance and projects. GIS delivers its work by: i) Developing a pipeline of bankable green growth projects; ii) Performing the role of an “arranger”, that is, designing and structuring commercially viable projects that attract appropriate finance, and getting them financed; iii) Structuring financial solutions that blend public/concessional finance and commercial/private finance in order to reduce risk and consequently help position public and private parties with commercially viable project structures; among others.
PROJECT OBJECTIVES AND BACKGROUND:
GGGI has been working with the Government of Colombia to advance green growth policies and green investments through strategic partnerships such as with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Treasury and Public Credit, and the National Planning Department (DNP), among others. Since 2014, GGGI has supported the DNP in its objective of advancing a green growth vision and transition plan for Colombia that can support climate goals and SDGs achievement. GGGI supported the development of the Green Growth Taskforce led by DNP (2016-2018), which produced solid and relevant information for the design and concertation of the Green Growth Policy- GGP (adopted by means of CONPES 3934 of 2018).
One strategic axis of the GGP aims to promote the sustainable use of natural capital, which includes the Bioeconomy as one key strategy to foster the low carbon economy through adding value to generate products, processes, and services based on responsible use of biodiversity and biomass. In that regard, GGGI supported the Ministry of Science, Technology and Innovation - MinCiencias, the National Planning Department, and other stakeholders in the technical design and concertation of the National Bioeconomy Mission “Para una Colombia Potencia viva y diversa: hacia una Sociedad impulsada por el conocimiento”.
GGGI was awarded funding by the UKPACT program in Colombia to implement the project, “Accelerating the Development of New Bioeconomy Businesses and Enhanced Capacities for Green Jobs Promotion and Increased Climate Action Ambition through Policy Implementation and Integration.” This project includes the creation of a Bioeconomy Accelerator Mechanism to support bioeconomy businesses and strengthen MinCiencias' capacity to meet its bioproduct endorsement targets of 126 by 2022 and 500 by 2030. Additionally, the project features a knowledge-sharing component to disseminate case studies, lessons learned, best practices, and policy recommendations.
In collaboration with MinCiencias, GGGI launched the Bioeconomy Projects Acceleration Mechanism (MAPBIO+) 2024 call, receiving 13 proposals. Following a multicriteria evaluation, six enterprises were selected as beneficiaries of MAPBIO+ for the 2025–2026 period under the Bio Rural UKPACT project framework.
Within this framework, GGGI is working with Inbacter S.A.S., a company that has identified a significant opportunity to reduce dependence on synthetic agrochemicals through the development of biocides, promoting cleaner and more sustainable agricultural practices. Its approach represents a disruptive innovation by combining proven efficacy with environmental and social benefits, in line with national sustainability and bioeconomy priorities. The collaboration is carried out within the framework of the project "Commercial viability of two biocides of phytosanitary importance useful in the construction of clean agricultural practices." The objective of this specialized consultancy is to hire an ICA-accredited laboratory to perform technical tests for efficacy, stability, and toxicity, complying with the specific regulatory requirements for the registration of two bioproducts (Bacillus tequilensis-based biofungicide and bacteriophage-based bactericide) with the ICA. These efforts complement INBACTER SAS's broader objective of advancing technologically and designing a future production line for the IB065 and MXX bioproducts.
PROPOSED ACTIVITIES & DETAILED SCOPE OF WORK:
1) Proposed Activities for Overall Project:
The project involves the following activities:
Scope 1. Validate the physical, chemical, and biological stability of two batches of the products under standard and accelerated conditions throughout their shelf life.
Scope 2. Conduct acute toxicity (oral, dermal, inhalation), irritation (ocular, dermal), and dermal sensitization tests following OECD/EPA/EU protocols.
Scope 3. Generate technical documentation that includes guaranteed composition, microbiological purity, and physical and chemical characteristics (pH, density, moisture, particle size distribution).
Scope 4. Conduct efficacy tests in two locations to evaluate the effectiveness of bioproducts under real-world field conditions in banana, flower, and avocado crops.
Scope 5. Provide detailed reports on compatibility with agrochemicals and their impact on non-target organisms, such as fish, bees, and soil microorganisms.
2) Scope of Work
Report 1. Detailed overall work plan:
The Service Provider must prepare an overall complete work plan and detailed methodological approach that involves all the workstreams. The report must include at least:
• Detailed work plan timeline
• Methodology for Selecting certified laboratories and/or performing the required laboratory analyses and field tests. Developing protocols, obtaining ICA validation for them, and conducting field efficacy tests. Data collection and analysis.
• Work team
• Reports schedule and proposed outline
Report 2. Protocols approved by the ICA:
• Experimental design and approved methodology for efficacy and toxicity testing.
Report 3. Supplementary documentation:
• Guaranteed composition, microbiological purity (>95%), and product data sheet.
Report 4. Technical reports by activity:
• Results of field efficacy tests, with recommendations for use and suggested doses.
• Results of stability tests on two batches (at the beginning and end of the validity period).
• Acute and environmental toxicity reports, with evaluation of impacts on non-target organisms.
• Consolidated report on compatibility with agrochemicals.
Report 5. Final report:
The consultancy will deliver a comprehensive final report summarizing the consultancy’s outcomes, including:
• Progress toward achieving key objectives.

IMPORTANT TIMELINES:
The tender submission deadline is 1 SEPTEMBER, 2025 16:00 HRS KOREAN STANDARD TIME (KST).
