Le projet Villages Intelligents souhaite s’attacher les services d’un cabinet pour élaborer ls Rapport d’achèvement du Projet (PVI), objet des présents termes de référence
L’objectif principal de la mission est de procéder à l’évaluation complète du projet villages intelligents pour la croissance rurale et l’inclusion financière numérique (PVI) en collaboration avec l’UGP.
Qualifications et compétences du Cabinet
La mission sera confiée à un cabinet ayant une compétence avérée et une expérience pertinente pour l’exécution des prestations.
Les critères de qualification sont :
- Disposer d’une expérience générale d’au moins 5 ans dans le domaine de l’assistance technique en suivi évaluation (conception de projets, établissement de situation de référence, suivi d’exécution, revue à mi-parcours, appui lors des missions de supervision des Bailleurs, enquêtes de satisfaction, de projets et programmes financés ou cofinancés par les bailleurs de fonds internationaux (Banque mondiale, BAD, AFD, UE, PNUD, etc.) ;
- Avoir spécifiquement réalisé au moins 1 mission d’évaluation finale, de bilan d’achèvement de projets et programmes financés par la Banque mondiale.
Le Consultant sera recruté en accord avec le «Règlement de Passation des Marchés pour les Emprunteurs sollicitant le Financement de Projets (FPI)» du groupe de la Banque mondiale, adopté en juillet 2016 révisé en novembre 2017, août 2018, novembre 2020, septembre 2023, février 2025 et en Septembre 2025.
La méthode de sélection adoptée est la Sélection Fondée sur la Qualification des consultants (SQC).
