Description

The Government of Belize has received loan financing from the Inter-American Development Bank (IDB) for the implementation of the Trade and Investment Facilitation Program in Belize (TIFP). The Trade and Investment Facilitation Program is a response to the low investment flows and limited international trade competitiveness faced by Belize. The general objective of the program is to promote Belize´s foreign direct investment and trade performance.

 

The Ministry of Finance through its Central Executing Unit, intends to allocate a portion of the project’s proceeds to procure the consulting services (“the Services”) from a qualified Consulting Firm to undertake the “Consultancy Service for Institutional Strengthening for Supplier Development and Linkage Facilitation”.

 

The primary objective of this assignment is to build the sustainable, internal capacity of BELTRAIDE to manage end-to-end supplier development and linkage programs, while concurrently delivering immediate value through the analysis and planning for fifty (50) supplier firms. This will be achieved by transferring knowledge, methodologies, and practical skills to BELTRAIDE personnel through a "learning by doing" approach.

 

Estimated Budget: US$230,000.00

 

Scope of Work includes the following:

Phase 1: Direct Supplier Engagement & Market Linkage Facilitation

Conducting gap analyses and creating implementation plans for 50 firms.

 

1. Enhanced Gap Analysis with Anchor Company Alignment:

  • Sector-Specific Assessment Criteria: Develop and utilize gap analysis criteria that are tailored to the requirements of key sectors in Belize (e.g., Agro-processing, Tourism Services, Light Manufacturing, ICT).
  • Anchor Company Engagement: Actively involve 3-4 key "Anchor Companies" (large domestic or international buyers) in the process to understand their specific procurement standards and pain points and to align the gap assessment criteria with these real-world requirements

 

2. Pilot Business Linkage Facilitation

  • Facilitated Introductions and Matchmaking - Organize and host a structured "Supplier-Buyer Matchmaking Event" and facilitate matchmaking using other methods
  • Deal-Flow Support - Provide limited, targeted support to help suppliers prepare for these meetings

 

3. Development of a "Supplier Readiness & Grading Framework

  • Create a simple, visual grading system (e.g., Tier 1: Investment Ready, Tier 2: Develop with Support, Tier 3: Long-Term Potential) to categorize suppliers. This framework will allow BELTRAIDE to quickly assess and select future supplier applicants and offer differentiated support services.

 

Phase 2: BELTRAIDE Institutional Strengthening & Supplier Development Program (SDP) Systems Implementation

Developing strategies, methodologies, and delivering comprehensive training to empower BELTRAIDE staff to replicate and continue this work for the effective management of the Supplier development Program.

1. Development of Core SDP Operational Frameworks

  • Sector-Specific Gap Analysis Methodology - ensuring it is scalable, user-friendly, and digitally adaptable.
  • Stakeholder Engagement Framework: Defining roles and communication protocols for BELTRAIDE, suppliers, anchor companies, and service providers.
  • Dissemination and Outreach Action Plan to onboard firms to the program and to guide BELTRAIDE's future marketing and supplier recruitment efforts.

 

2. Immersive Capacity Building & "Learning-by-Doing"

This phase focuses on transferring knowledge and skills through a blend of theoretical training and practical, hands-on application.

The Integrated "Train-the-Trainer" and Certification Program will include;

§  Structured Curriculum: The training will be a formalized curriculum, not just ad-hoc workshops. It will be divided into core competency areas:

o   Module A: Supplier Development Program (SDP) Administration & Monitoring, Evaluation, Accountability, and Learning (MEAL): How to run the program, manage data, and report on impact.

o   Module B: Advanced Supplier Diagnostics: How to conduct effective gap analyses, interpret scores, and identify root causes. This includes assessment criteria, data collection tools (e.g., surveys, checklists), scoring mechanisms, and reporting templates.

o   Module C: Business Linkage Facilitation: How to map value chains, identify buyer requirements, prepare suppliers for pitches, and facilitate introductions.

§  Formal Certification: Advisors who successfully complete the training and demonstrate competency during the on-the-job phase will receive a "Certified SDP Advisor" credential from the consultancy/BELTRAIDE, adding professionalism and credibility.

§  On-the-Job Training as an Apprenticeship: During the 50-firm analysis, the consultants will use a "I Do, We Do, You Do" model:

o   I Do: Consultant leads the first few assessments, BELTRAIDE staff observe.

o   We Do: Consultant and BELTRAIDE staff co-facilitate the next set of assessments.

o   You Do: BELTRAIDE staff lead the final assessments with the consultant in a supportive, coaching role only.

 

3. Development of a Vetted Service Provider Network

  • Needs-Based Mapping: Based on the common gaps identified in the 50-firm analysis, the consultancy will identify, vet, and catalogue a network of local and regional service providers (e.g., quality certification bodies, financial consultants, production engineers) for inclusion on the Supplier Development programme web portal.
  • Partnership Framework: Develop a simple framework or memorandum of understanding (MoU) for BELTRAIDE and Anchor Firms to formally refer suppliers to these vetted providers, ensuring quality and potentially negotiating preferential rates for SDP participants.

 

4. Sustainability Planning

  • Resource Mobilization & Financial Sustainability Plan: A strategy for securing funding, including potential cost-recovery models for advanced services to be offered by Beltraide in the future.
  • Contextualized International Best Practices Report: This report will build on previous best practices report and will include the following.
    • Actionable Analysis: The report will not just describe best practices but will include a "Feasibility and Implementation Matrix" for each one.
    • Topics to Cover: Best practices will be researched in areas such as financing models for SDPs (public, private, hybrid), digital supplier management platforms, and anchor company incentive structures.
