SPECIFIC PROCUREMENT NOTICE (SPN) Country: Belize Project Name: Program Administration Procurement Title: External Legal Services Procurement Ref. Number: MCA-B/PA/CQS/26/3004 Type of Procurement (goods, works or services as applicable): Consulting Services Accountable Entity: Millennium Challenge Account-Belize Publication Date: 01 June 2026 Submission Deadline: No later than 15:00 hours (local time in Belize) on 16 June 2026. The Millennium Challenge Account – Belize (MCA-Belize) has received financing from the Millennium Challenge Corporation (MCC) toward the cost of the Education Project, which aims to equitably increase the number of post-primary graduates with the competencies relevant to labor market demand, and the Energy Project, which aims to lower the wholesale cost of electricity in real terms, and intends to apply part of the proceeds toward payments under the contract for Selection of External Legal Services. MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with no incremental or partial funding. Thus, when a contract is signed with an Accountable Entity, money is already available to the MCA-Belize and for most contracts, invoices are paid directly to Offerors by the US Treasury. MCA Belize now invites offers from eligible offerors for External Legal Services for the MCA-Belize. The objective of this assignment is to engage a qualified law firm to serve as External Legal Counsel throughout the implementation of its five-year Compact Program with the MCC, including Compact closeout. The selected firm will advise MCA-Belize on all legal matters arising from Program implementation including contract law, procurement, governance, land acquisition, fiscal and tax law, employment, and dispute resolution ensuring full compliance with applicable Belize law and the terms of the Compact. Bidding will be conducted through the Consultant Qualifications Selection (“CQS”) procurement method as specified in the MCC Accountable Entity Procurement Policy & Guidelines (PPG) and is open to all eligible offerors as defined in the PPG.
