Objective and Purpose of the Assignment

   

The objective of the proposed multitranche financing facility (MFF) is to improve Pakistan’s power transmission infrastructure and management. To achieve this objective, the investment program consists of staged physical investments in the high-voltage transmission system, including the rehabilitation, augmentation and expansion of transmission lines, substations and supporting infrastructure. The physical investments will increase transmission capacity to meet growing demand, improve transmission efficiency and energy security, and evacuate additional sources of power. Nonphysical investments will focus on increasing the financial management, regulatory relations and procurement capacity of the transmission system owner and operator, the National Transmission and Despatch Company (NTDC). The nonphysical investments will increase institutional efficiency, cost recovery, competition, transparency and good governance within the sector. The project preparatory technical assistance (PPTA) will conduct due diligence for the MFF and tranche 1. The main objective of the PPTA is to: i) prepare the multitranche financing facility (MFF) of the Power Transmission Investment Program II and its first tranche; and ii) assist the executing agency to undertake advance procurement. The consulting firm will be required to: (i) undertake due diligence on the MFF as well as the project (Tranche 1) impact, outcome, scope, cost, schedule and implementation arrangements; (ii) conduct technical, economic, financial and social assessment of the project; (iii) prepare the facility administration manual (FAM), risk assessment and risk mitigation plans, procurement plan, bidding documents and technical specifications as required; (iv) undertake financial management assessment of NTDC; (v) prepare a social and poverty analysis, including gender; (vi) review and update of the MFF roadmap, strategic context, policy framework, investment program and interventions, financing plan, undertakings, reporting requirements and monitoring, evaluating, and measuring results; (vii) prepare a capacity development plan covering, as a minimum, financial management, regulatory relations and procurement capacity; (viii) prepare a project feasibility study in the format required by the Government for its internal approval; (ix) prepare the bidding documents, and assist NTDC to complete the bid evaluations; (x) assist NTDC in the preparation of the Framework Financing Agreement and Periodic Financing Request for Tranche 1; and (xi) assist the ADB mission in preparing relevant sections of the ADB’s Report and Recommendation of the President (RRP).
