Contract Title: Package WHN-G01: Supply and Delivery of equipment and materials
Lot 1.1: Supply and Delivery of 220/110/22kV-250MVA Auto-transformer.
Lot 1.2: Supply and Delivery of Primary equipment and materials.
Lot 1.3: Supply and Delivery of Secondary and telecommunication equipment.

1.The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of 220kV West Hanoi substation, and intends to apply part of the proceeds toward payments under the contract for Package WHN-G01: Supply and Delivery of equipment and materials.
2. The Northern Vietnam Power Projects Management Board-Branch of National Power Transmission Corporation (EVNNPT-NPMB) now invites sealed bids from eligible bidders for Package WHN-G01: Supply and Delivery of equipment and materials.
*Lot 1.1: Supply and Delivery of 220/110/22kV-250MVA Auto-transformer.
*Lot 1.2: Supply and Delivery of Primary equipment and materials.
*Lot 1.3: Supply and Delivery of Secondary and telecommunication equipment
Delivery Period for each lot and/or for whole package is forty (40) weeks.
Bidder may bid on the total package or on the separate lots.
Qualifications requirements include, inter alia, following key criteria :
Experience Capacity:
*For Lot 1.1:
Bidders must have successfully completed within the last five (05) years (from 2010 up to now), as main contractor or subcontractor, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 1,100,000 (One million one hundred thousand US dollars). The similarity shall be determined based on the physical size, complexity, methods, technology or other characteristics as described in Section VII (Schedule of requirements). As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.
*For Lot 1.2:
Bidders must have successfully completed within the last five (05) years (from 2010 up to now), as main contractor or subcontractor, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 1,900,000 (One million nine hundred thousand million US dollars). The similarity shall be determined based on the physical size, complexity, methods, technology or other characteristics as described in Section VII (Schedule of requirements). As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.
*For lot 1.3:
Bidders must have successfully completed within the last five (05) years (from 2010 up to now), as main contractor or subcontractor, at least two (02) contracts of similar nature, each of which has a minimum equivalent contract value of at least USD 1,500,000 (One million five hundred thousand US dollars). The similarity shall be determined based on the physical size, complexity, methods, technology or other characteristics as described in Section VII (Schedule of requirements). As proof of successful completion, the Bidders must submit a least two (02) certificates from end users certifying successful completion of the said similar contracts.
Financial Capacity:
a) Bidders should have a minimum average annual turnover, calculated as total certified payments received for contracts in progress or completed, within the last three (03) years as 2011÷2013 or 2012÷2014, of at least:
*For Lot 1.1: USD 3,400,000
*For Lot 1.2: USD 6,000,000
*For Lot 1.3: USD 4,700,000
b) On all of lot, for Joint Venture, all partners combined must meet the requirement, with one partner meeting at least 40% of financial capability and each member meeting at least 25% of financial capability.

3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants, January 2011 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.
4. Interested eligible Bidders may obtain further information and inspect the Bidding Document at the address given below from 08:00 hours to 16:00 hours, Hanoi time, starting from April 03, 2015 to May 25, 2015 (except weekends and Holidays).
5. A complete set of bidding documents, in English language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non refundable fee of USD 200 or VND 4,200,000 for the whole package. The method of payment will be by cash, bank draft or check to Account No.21110370039883 (in USD) or Account No 2111000000.5367 (in VND). The Northern Vietnam Power Projects Management Board - Investment and Development Bank-Hanoi Branch. The document may be sent through courier for an additional fee of USD 100 (international delivery) or VND 1,000,000 (domestic delivery). No liability will be accepted for loss or late delivery.
6. Bids must be delivered to the address below on or before 09:00 hours on May 25, 2015. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on 09:00 hours on May 25, 2015.
7. All bids must be accompanied by a Bid Security in the amount specified as below:
· For lot 1.1: USD 27,000 or VND 570,000,000 or equivalent amount in a freely convertible currency.
· For lot 1.2: USD 48,000 or VND 1,000,000,000 or equivalent amount in a freely convertible currency.
· For lot 1.3: USD 38,000 or VND 790,000,000 or equivalent amount in a freely convertible currency.
