1. The Government of the Republic of Cape Verde has received financing from the World Bank toward the cost of the Recovery and Reform of the Electricity Sector Project, and intends to apply part of the proceeds toward payments under the contract for Supply of Prepaid Meters, Postpaid Meters, Postpaid Meters with Telemetry Capability, Materials for Installation and Connection of Prepaid Meters, and Smart Metering System.

  

2. The Ministry of Tourism, Investments and Corporate Development/Directorate General of Energy now invites sealed bids from eligible bidders for supply of following Goods and related services: Prepaid Meters, Postpaid Meters, and Postpaid Meters with Telemetry Capability, Materials for Installation and Connection of Prepaid Meters, and Smart Metering System.

 

The present supply is financed by World Bank and is part of a major Program named "Energy Loss Reduction and Power Quality Improvement Program".  This Program started in 2013, is being financed by different sources namely, a Portuguese Credit Line, European Investment Bank and World Bank, and it intends to improve the service and energy quality delivered to ELECTRA's customers, reduce the non-technical energy losses due to fraud and illegal connections and ensure the conditions to increase the penetration of renewable energies.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, Edition January 15, 2011   ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

 

4. Interested eligible bidders may obtain further information from Management Unit for Special Project and inspect the bidding documents during office hours, from 8:00 am – 4 pm at the address given below.

 

5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 EURO. The method of payment will be bank transfer, payable to:

6. Bids must be delivered to the address below on or before March 25th, 2016 at 3:00 pm (local time). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address below on March 25th, 2016 at 03:30 pm (local time).
