Assignment Title: Project Management and Implementation Support Consultant

The Ministry of Electric Power has received financing from the World Bank toward the cost of the National Electrification Project, and intends to apply part of the proceeds for consulting services.

The consulting services ("the Services") include the following scope:

1. Project Management and Supervision.

2. Power Distribution Design

3. Technical Specifications

4. Procurement Support Services

5. Institutional Capacity Building

The National Electrification Project (NEP) now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are

1. Experience on similar nature projects is critical.

2. The interested consulting firm should have at least 10 years of experience in the area of power distribution systems and electrification projects.

3. At least 3 contracts of similar nature and complexity, or more complex and relevant ,that the firm has successfully completed in the past 5 years;

4. The consultant shall have good design and engineering skills for the power distribution system projects to carry out the design and to review and approve all contractor's engineering designs.

5. The consultant should be experienced in the management of the implementation of distribution system projects; cost, quality and schedule control; commissioning and acceptance of works; good reporting and communication skills; good contractor management skills;

6. The firm should have experience of the financial Management at similar project.

7. The firm should have experience of working in the Client's country or developing countries in South East Asia

8. The firm should have extensive experience with institutional capacity building, including training and on-the-job training.

9. The firm should have good experience in developing and applying design standards for power distribution networks.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's

Guidelines: Selection and Employment of Consultants [ under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers ,

July 2014 ("Consultant Guidelines") , setting forth the World Bank's policy on conflict of interest .

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality- and Cost-based Selection (QCBS) method set out in the Consultant Guidelines.
