Investment Plan
CONTRACT NO: SCDP/WB/JF/CS/06
1.0 The Government of Sri Lanka has received financing from World Bank towards the cost of Strategic Cities Development Project (SCDP) implemented under the Ministry of Megapolis & Western Development and intends to apply a portion of the funds for selected improvements to the existing infrastructure and services of the Jaffna Municipal Council. As the first intervention under this development programme, the Ministry intends to procure services of a Consultancy firm for Preparation of a Master Plan for Storm Water Drainage System for Jaffna City Region & Preparation of Priority Investment Plan. (Contract No.: SCDP/WB/JF/CS/06)
2.0 The objective of this Consultancy Service is to develop a detailed Master Plan for storm water drainage system that will have the capacity to meet the storm water drainage demand of the Jaffna Municipal Council, upto the year 2040 and will be used as a design guideline for future development of infrastructure and related drainage arrangements.
3.0 The scope of Consultancy Services shall comprise of but not limited to :
a) Identify, study, and asses the capacity of existing drainage system within the Jaffna Municipal Council (JMC), identify drainage basins outside JMC area that can influence drainage within the city and evaluate existing potential of the entire drainage system to identify capacity deficiencies.
b) Develop pragmatic, cost effective drainage improvements and related investment plan to meet the storm water drainage demand of the city up to year 2040 and provide design details & bidding documents for identified priority investments.
c) Identify institutional and regulatory factors that causes impacts on the drainage system, recommend improvements and provide guidance to improve institutional structure for operation & maintenance of drainage system.
d) Provide guidelines and design criteria for storm water management in area adjoining JMC, identified as future development areas.
4.0 Ministry of Megapolis and Western Development now invites eligible local / international Consultants with proven experience in the relevant fields to indicate their interest in providing the services described above. Similar experience in south-east Asia region, within last 10 years will be an added advantage.
5.0 Interested Consultants must provide information with documentary evidence, indicating that they are qualified to perform the services and should submit Company profile, qualification & experience of Owners and Management staff members, brochures, description of similar assignments and experience in similar conditions (with contact details of the Clients) audited financial accounts for last three years, availability of other resources and new technology etc.
6.0 A Consultant will be selected following Quality and Cost Base Selection (QCBS) method in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers 2011 Edition.

8.0 Expression of Interest must be delivered in duplicate to the address given below by 16.00 hrs. (local time) on 11th July 2016.
