Contract Title: Reconstruction of municipal water and waste water pipelines in the city of Kirovohrad

1. Ukraine has received financing from the World Bank toward the cost of the Second Urban Infrastructure Project (UIP2), and intends to apply part of the proceeds toward payments under the contract KRD-ICB-03 for "Reconstruction of municipal water and waste water pipelines in the city of Kirovohrad".

 

2. Regional Utility Production Company "Dnipro-Kirovohrad" now invites sealed bids from eligible bidders for reconstruction of municipal water and waste water pipelines of the 8 (eight) sites which are located in Kirovohrad region and in the city of Kirovohrad.

This project includes the works consist of:

  • A1: Reconstruction of water pipeline "Tcentralniy" in Kirovohrad;
  • A2: Reconstruction of water pipeline from Water abstraction "Kholodni Klyuchi" to WPS "Maslyanykivka" in Kirovohrad;
  • A3: Reconstruction of water pipeline from camera No. 44 to WPS "Zone-2А" in Kirovohrad;
  • A4: Construction of water pipeline bypassing "Konstantynivskogo rozrizu", Kirovohrad oblast;
  • A5: Reconstruction of underwater pipelines across Oblomiyivska gulf at the site of DWS-PS "Olexandria", Kirovohrad oblast;
  • A6: Reconstruction of underwater pipelines across Inhulets river at the site of PS "Olexandria" - PS "Pantayivka", Kirovohrad oblast;
  • A7: Reconstruction of underwater pipelines across Petrivskiy pond at the site of PS  "Znam'yanka" – Zone-І, Kirovohrad oblast;
  • B1: Reconstruction of sewer collector D 400 located at Bratislavska Street from Telmana Street to Profinterna Street in Kirovohrad.

The estimated construction period for whole of the works is 36 (thirty six) months from the date of works commencement.

Qualifications requirements for the Bidders include:

Financial Capabilities

(i) The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as USD $ 0.6 million (six hundred thousand US dollars) for the subject contract(s) net of the Bidders other commitments;

(ii) The Bidders shall also demonstrate, to the satisfaction of the Employer, that it has adequate sources of finance to meet the cash flow requirements on works currently in progress and for future contract commitments;

(iii) The audited balance sheets or, if not required by the laws of the Bidder's country, other financial statements acceptable to the Employer, for the last 3 (three) years shall be submitted and must demonstrate the current soundness of the Bidder's financial position and indicate its prospective long-term profitability.

Average Annual Construction Turnover

Minimum average annual construction turnover of US$ 2,5 million (two million five hundred thousand US dollars), calculated as total certified payments received for contracts in progress and/or completed within the last 3 (three) years, divided by 3 (three) years.

 

The Bidder shall demonstrate:

(a)   General Construction Experience:

 

i)   Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 (five) years starting January 01, 2011.

 

(b)   Specific Construction & Contract Management Experience:

 

i)  A minimum number of similar contracts specified below that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor between 1st January 2011  and bid submission deadline: 2 (two) contracts, each of minimum value US$ 2.5 million (two million five hundred thousand US dollars);

 

ii)  For the above and any other contracts completed and under implementation as prime contractor, joint venture member,  management contractor or sub-contractor  on or after the first day of the calendar year during the period stipulated in 4.2 (a) above, a minimum construction experience in the following key activities successfully completed:

- Construction of municipal water and waste water pipe lines.

 

A margin of preference shall not be applied. Additional details are provided in the Bidding Documents.

Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated  January 2011 as revised through July 2014  Corrigenda ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

Interested eligible bidders may obtain further information from Regional Utility Production Company "Dnipro-Kirovohrad", Roman Kravchenko, e-mail: invest@dnipro-kirovograd.com.ua and inspect the bidding documents during office hours from 08:00 a.m. to 05:00 p.m. local time at the address given below (1).

5. A complete set of bidding documents in English language may be purchased by interested eligible bidders upon the submission of a written application to the address (1)  below and upon payment of a nonrefundable fee of UAH 6 000 (six thousand Ukrainian Hryvnia) or USD $250 (two hundred fifty US dollars). The method of payment will be banking transfer to the account indicated below. The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the address (1) below.

6. Bids must be delivered to the address below (2) on or before 13:00 p.m local time July 19, 2016. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who choose to attend at the address (2) below on 14:00 p.m local time July 19, 2016

7. All bids must be accompanied by a Bid Security of not less than one hundred thousand US dollars (US $ 100 000) of the bid price.
