Technical Assistance to Support the preparation of the health sector strategic plan for the Tete Provincial Health Directorate (DPS Tete)  - Mozambique

Background:
DANIDA has been supporting DPS Tete since 1992, initially with substantial investments in infrastructure and human resources at provincial level. In the current context of implementation of Health and Nutrition Sector Support Programme, Phase V, DANIDA continues to provide financial assistance to the health sector, with a focus on the Millennium Development Goals 4, 5 and 6 as well as in achieving the Health and Sexual and Reproductive Rights, focusing on reducing maternal and infant mortality.

To improve the strategic planning, DPS Tete plans to prepare the health sector strategic plan for the Tete Provincial Health Directorate (DPS Tete). Given the lack of capacity in DPS Tete to prepare the strategic plan, DPS Tete requested within the existing support to hire a technical assistance to support with the of preparation of the plan.

Objective:
The objective of the Technical Assistance is to support DPS Tete, through the Department of Planning and Cooperation in the preparation of the Provincial Health Sector Strategic Plan.

Scope of Work:

The scope of work will include, but not necessarily limited to the following:

1. To provide short-term technical assistance to DPS Tete in preparing the provincial PESS.
2. Provide technical assistance to DPS Tete budgeting strategic responses, medium-term scenarios including overall budget of the PESS.

Outputs:
1. Provincial Strategic Plan, harmonized with the National Strategic Plans;
2. Budget of the provincial Strategic Plan, taking into account possible, realistic funding levels.

Timing and Approximate inputs:
It is expected to accomplish the assignment in a maximum period of 60 days. the consultancy will take place from 01 July to 31 August 2016.

Required qualification:
For the assignment, a team of two persons will be contracted, consisting of:
1. One team leader/public health specialist with at least 10 years of relevant experience
2. One health sector financing specialist with 10 years of relevant professional experience and relevant experience;
3. Both consultants have experience with working within the heath sector and comprehensive knowledge of the particular Mozambican dynamics and the Portuguese language.

Maximum budget:
The maximum budget is DKK 350,000.00
