Objective and Purpose of the Assignment

   
The Public-Private Partnership Authority of the Government of Bangladesh (the "Client") and OPPP 
have signed a transaction advisory services (TAS) mandate on 30 June 2016 in relation to preparing, 
structuring and procuring the Rampura-Amulia-Demra Road (the "Project"). OPPP's scope of services 
include (i) completing technical due diligence including a traffic study, (ii) recommending a 
"bankable" transaction structure, (iii) preparing a feasibility study (iv) marketing the 
transaction to prospective investors, (v) implementing a competitive tender and (vi) assisting the 
Client with closing mechanics.

As part of ADB's TAS mandate, an Environmental and Social Safeguards Consultancy firm will be 
engaged to conduct the Environmental and Social Impact Assessment (ESIA), to establish the 
Resettlement Framework and Resettlement Plan, and to ensure the compliance of the project with 
internationally acceptable social and environmental standards, including ADB's Safeguard Policy 
Statement 2009 on any other Environmental and Social matters. The assignment will be managed by 
OPPP, and aimed to meet the Client's urgent needs to launch bid documents in the market as soon as 
possible.
