Le présent avis à manifestation d'intérêt (AMI) suit l’avis général de passation des marchés du projet paru dans Développent Business en ligne le 19 mai 2016 sous référence AFDB 488-05/6 et sur le portail de la Banque (www.afdb.org).

République de Madagascar a reçu un financement du Groupe de la Banque Africaine de Développement afin de couvrir le coût du Projet d’Appui à la Promotion des Investissements (PAPI), et a l’intention d’utiliser une partie des sommes accordées au titre de ce prêt pour financer le contrat d’un cabinet  chargé de l’étude de faisabilité pour la mise en place d’une zone économique spéciale à Madagascar.

Les services prévus au titre de ce contrat comprennent les activités suivantes :

Phase 1
: Evaluation des opportunités et des menaces (i) analyse des environnements juridiques, physiques et économiques des 2 sites proposés ; (ii) évaluation des opportunités d’investissement dans les ZES – étude de marché ; (iii) évaluation du marché et analyse comparative de Madagascar avec d’autres pays sur les activités ciblées; et (iiii) définition des objectifs et des infrastructures internes nécessaires au développement des ZES ;

Phase 2
: Préparation d’un plan d’actions sur la configuration physique et le plan d’affaires des ZES (i) développement des masters plan et des infrastructures des ZES ; (ii) évaluation de la faisabilité financière et du plan d’actions ; (iii) .  La mission s’étale sur une période de  6 mois au plus.

Le Directeur Général de l’Economic Development Board of Madagascar (EDBM) invite les Consultants à présenter leur candidature en vue de fournir les services décrits ci-dessus. Les consultants intéressés doivent produire les informations sur leur capacité et expérience démontrant qu’ils sont qualifiés pour les prestations (documentation, référence de prestations similaires, expérience dans des missions comparables, disponibilité de personnel qualifié, etc.). Les consultants peuvent se mettre en association pour augmenter leurs chances de qualification.

Les critères d’éligibilité, l’établissement de la liste restreinte et la procédure de sélection seront conformes aux « Règles et Procédures pour l’utilisation des Consultants » de la Banque Africaine de Développement, édition de mai 2008, révisées en juillet 2012, qui sont disponibles sur le site web de la Banque à l’adresse : http://www.afdb.org.

About the Funding Agency

The African Development Bank is a regional multilateral development finance institution, established in 1963, with a mandate to further economic development and social progress of African countries, individually and collectively. 80 member countries including all the 54 African countries and 26 non-African countries in the Americas, Europe and Asia own the Bank. 

The Bank's principal functions include:
  1. using its resources for the financing of investment projects and programs relating to the economic and social development of its Regional Member Countries (RMCs);
  2. the provision of technical assistance for the preparation and execution of development projects and programs;
  3. promoting investment in Africa of public and private capital for development purposes; and (iv) to respond to requests for assistance in coordinating development policies and plans of RMCs. In its operations, the Bank is also required to give special attention to projects and programs that promote regional integration.
The Bank began its operations from its headquarters, in Abidjan, Côte d’Ivoire on July 1, 1966. For the purpose of its operations, the Bank also maintains Regional Resource Centers and Field Offices within RMCs.
 
For projects financed by the Bank resources, the charter requires suppliers for contracts for institutional activities and projects to be nationals of a member country. Only bidders from a member country of the Bank are eligible to participate in the procurement process. For goods to be eligible, they must originate from a member country.
