On November 1, 2016 a bilateral modification was executed as a result of the attached Justification and Approval (J&A) approved on October 20, 2016. This J&A sets forth the facts and rational justifying the use of other than full and open competition in accordance with title 48, section 706.302-70 of the Code of Federal Regulations.

The J&A was prepared by USAID/Management, Management Services, Office of Headquarters Management Division for contract number AID-OAA-C-12-00085, a Time and material Labor Hour contract. This J&A provided for a contrcat modification to increase the Total Estimated Cost.
