Description

Request for expression of interest for selection # 1234588
 
In line with the WBG regional strategy for the Organisation of Eastern Caribbean States (OECS) and ongoing operational support on competitiveness especially in the sectors of tourism and agribusiness, the WBG intends to carry out a pre-feasibility study to explore the options for an inter-island ferry system within the OECS in order to better integrate these small economies and to facilitate the transport of passengers and goods across the region.

The objective of the assignment is, taking into account the World Banks environmental and social safeguards, to assess the technical, economic and financial feasibility of operating a regional ferry service or services within the OECS region.

The assignment shall be split into two parts;

Part A, which shall include a determination of the business case for ferry services on particular routes or a combination of routes within the OECS region; taking into account:
a. The economic geography and transport situation within the Windward and Leeward Islands of the Eastern Caribbean
b. Existing shipping and port services within the OECS region
c. The regulatory structure within the OECS region
d. Existing and future demand
e. Routing and vessel options
f. Economic and financial affordability
and
Part B, which shall include a management plan needed to implement the operation of a regional ferry services or services. It shall include making a management case that sets out clear governance and other arrangements within the OECS including action plans for the development of the project though public, private or a combination of public and private partnerships, financial projections, etc. The detailed TORs are included.

It is anticipated that Consultants responding to this EOI will be firms, or consortia of firms (with one firm designated as the lead vendor).

The World Bank now invites eligible consulting firms to indicate their interest in providing the Services. Interested parties must provide information indicating that they are qualified to perform the services.

2. Provide information on the technical and managerial capabilities of the firm. *
3. Provide information on their core business and years in business. *
4. Provide information on the qualifications of key staff. *
